No they weren't.  In fact most engineers in India and China are locally trained. As is also true with South Korea.

Lies, where is the evidence of this? Look around the US and CA and note the # of foreign students seeking degrees. Chinese, Indians, Koreans. In fact a university education in the US is a significant export.

 

According to the Institute of International Education and U.S. Dept. of State, there now there were around 720,000 international students at U.S. colleges in the 2011 academic year. They estimate that these students contribute $21 billion to the economy through tuition and spending.  

South Korea graduates 147k engineers annually.  The USA 237k. When you compare the sizes of these countries you will concede that South Korea is ahead.  It is a much smaller economy.   I very much doubt that South Korea is dependent on USA to train its engineers.
