This fibre cable was not completed, so it was never energized with data  In fact, they were doing repairs to sections, while continue laying new fibre.

Installing fibre is not the same as lying regular tel cable  and if Alexi was not knowledgeable enough  to give proper instructions and maintain quality control of  workers  laying the fibre, the entire project becomes a disaster. And it was.

As an example, laying regular tel cable  along railway right of way is more acceptable, than doing the same with fibre, due to vibrations from the train.

The fibre project and Skeldon factory  are two of the most expensive non working projects of the previous government. For whatever reason, they did not seem to have the experience in selecting and managing appropriate contractors.

Just because a person says they know how to mix cement,[or build a road] their inadequate knowledge of the right amounts of cement and sand, could cause the building to fall down.  But please don't tell a Guyanese they don't know how to do something. They can even find a way to milk a cat, without getting scratched.
