Alliance manifesto promises sweeping investigations

The APNU/AFC coalition finally launched its manifesto at Stabroek Market this afternoon calling it a foundation for establishing a government of national unity and democratic renewal.

The choice of location was seen as a rebuke of the PPP/C which launched theirs on Saturday at the Five-star Marriott Hotel  – one of several projects the coalition promises to investigate.

In his foreword Presidential Candidate David Granger says the “coalition is the boldest step taken in six decades to replace political hostility with unity; confrontation with cooperation; dictatorship with democracy. The Coalition has chosen hope over despair and faith over fear. The Manifesto prescribes a
unified approach to bring an end to the cronyism at high levels that is a drain on our financial resources
and is blocking our development; to crime, that is bleeding the lives and bodies of our women and
youths and scaring away investors; to corruption in the law-enforcement and regulatory agencies in the
mining and forestry sectors and to constitutional abuse by the President, Cabinet and executive branch
of the government.”

Among the initiatives proposed in the First 100 days  are:

A reduction in the Berbice Bridge toll.”A significant increase in education, security personnel, and civil servants on the traditional payroll; Immediately implement a phased reduction of VAT and the removal of VAT from food and other essential items.  Return of television station to Lindeners. Set the date for the early holding of Local Government Elections. Establishment of the Public Procurement Commission. Establishment of a National Cane Workers and Cane Farmers Conference. Establishment of an Investigative Commission on Corruption. Establishment of Task Forces: on Crime & Security and on Road Safety. Liberalization of the Telecommunications and ICT sectors; Adoption of a long-term sustainable economic development plan to realize the vast potential of this country; Implementation of an amended Anti Money Laundering and Countering the Financing of Terrorism Act.

The Manifesto lists 15 Foundations for Development including National Unity, Personal Security, Equal Opportunity, Diaspora Integration and Development of the Hinterland.

The coalition promises to investigate: “The use of the PetroCaribe, the Lotto and other funds used as slush funds; The contracts for the new Skeldon Sugar Factory; The contract for the Enmore Sugar Packaging Plant; The contract for the international airport expansion project; The contract and financing arrangements for the Marriot hotel; The contract for the Amaila Falls Hydro-power project; and Commission forensic audits of:
NICIL; The use of the funds which were allocated for: 1. The 2005 Floods; 2. The Cricket World Cup; The hosting of CARIFESTA X; and 4. The ICC Twenty/20 Tournament”

Sugar  

APNU+AFC will convene a Commission of Inquiry into the operations of the Guyana Sugar Corporation and,
with the support of an expert multi-disciplinary group, review, analyze and recommend the way forward
for the Guyana Sugar Industry, including options for infusing critical investments and the optimum
utilisation of its valuable capital infrastructure; Appoint an Expert Team to investigate and
remedy the problems plaguing the GuySuCo Skeldon Factory; Appoint a competent and representative Board of Directors to GuySuCo as part of the programme for the de-politicisation of the enterprise

Rice  

Restructuring of the GRDB to include representatives of rice farmers; Holding of free and fair elections, supervised by GECOM, for the executives of the RPA; Negotiation of additional new international
markets for rice from Guyana; Initiating incentives for the development of value-added products to accelerate the diversification of the industry; Improving the costs and efficiency of rice milling; Exploring options for providing more appropriate levels of trade credit to farmers, millers and exporters.

Not in Favour of Amaila...

The PPP has failed to encourage greater use of solar and other new and renewable sources of energy and
has erroneously chosen the Amaila Falls project, with its estimated limited generating capacity, over
the Brazilian alternative that would utilise the water resources of the upper and middle Mazaruni river basins. The APNU+AFC Coalition will seriously consider the greater national energy and synergistic benefits of the Brazilian alternative while seeking to rescue the Amaila project as part of the wider Potaro River basin
development, on the basis of greater control over the hitherto gross cost escalation and decision-making
devoid of corrupt arrangements.”

Consult on the construction of a deep water harbour: (with spinoff benefits for Guyana) that
will also stimulate Guyana’s trade with Brazil and serve as a gateway for our CARICOM partners ( Editor’s note NO MENTION OF NEW AIRPORT)

Immediately double the level of Old Age Pensions and Public Assistance and develop a plan to incrementally increase the OAP to the level of the minimum wage; Bring to an acceptable level the pensions of those Public Servants, including former teachers and Senior Police Officers, whose pensions currently fall below the minimum wage.

The Media: Guaranteeing the independence of the Media, freedom of access to information, the liberalisation of broadcasting and the removal of barriers to access to the State Media; Appointing an independent Broadcast Authority.

It's a good document. Of course, the VAT is good politics. It makes for nice political rhetoric. Once the reality of governance kicks in they will not be able to reduce it, while keeping all the other promises. I like it somewhat. Will have to read it in more detail. UG? Am I missing something?

That's not the point chap. The point is that the Coalition has a 50/50 chance of being the Government in a few days and they have gone on record as promising to open criminal investigations in which we all know whose gonna be found guilty.

 

I can see Jagdeo being led away in handcuffs in any one of those investigations.

 

I did notice that the PNC was quite selective in which corrupt contracts/practices they will investigate. You know what that means? Some of the PPP's corrupt businessmen are already financing the PNC just to escape prosecution

There are always opportunities for local areas to make use of solar plus other sources of energy. Where are the companies that were pursuing studies on these specific sources of energy plus what are their results to indeed realise venture further with the developments?

 

While there are indeed other sources for hydroelectric power developments, the Amaila Falls proposal was selected from the eighty plus proposals that were investigated.

A brief glance at this tells me that the PPP will be devastated on multiple fronts if they lose office on May 11th.

 

Stripped of control of the rice industry, the sugar industry, PPP square pegs dismissed from various ministries and agencies etc. etc.

 

Not to mention the destruction of the PPP leadership and it's remaining loyalists in the mudhead elite.

They met most of my 100 things to do in first 100 day expectations. I am still stuck at 20. Most of the things I wish to state cannot be done in the first 100 days.

The AFC 2011 plan flowed more logically to me, but only about 5 Guyanese living inside Guyana have a PhD in economics (I mean the real one...not the honorary one), so this don't really matter.

Of course you are missing something. The total amount being stolen by the PPP elite on a daily basis far exceeds the amount raised in VAT.

I am more concerned about what is not in the Manifesto than what is in it. It is a poor piece of political crap that I have ever imagined. The Manifesto tells what it will do but not HOW it will do it. There are no time lines established, except what will happen in the first 100 days. Each word in a document like this carries weight. Missing words also carries it own weight, but tells it own story. There are reasonds why certain words are left out and it is to FOOL THE ELECTORATE, pure and simple. It talks about criminal investigations by what it calls a CORRUPT POLICE FORCE but fails to state that charges will be laid where appropriate. The manifesto speaks to investigations but fails to state what will happen with the findings/recommendations - may be they will gather dust. No mention of Presidential Pension. This whole document is about tackling corruption, (which is fine), but nothing on development of the country.  Further what will each promise cost and how will the monies be found to pay for them?

The alliance is talking big, no substance to their mis-adventure.

 

But, first they will have to win the election which is only a dream.

Don't expect to see a lot of it on the books. The kick back tax is not recorded on the books.

It should be a human rights issue. It should be a concern of all the people of Guyana. Its blatant racism to have the GDF consisting of 99 % African and the police force not much better. These forces are exclusively funded by tax payers. We should stop blaming the PPP/C for this situation. This situation was made possible by Granger and the PNC. The citizenry should demand that this racism come to an end. It's corruption to the highest degree to have the armed be all African. Where is the change that Moses and the AFC and APNU speak of.

What was the compostion of the recruitment panel? Was it representative of the faces of the nation? No. Then who do you expect will get the job. You do this type of thing frequently and people lose interest. Why apply when you know that you would not get the job.

We would not blame the PPP had it implemented  the International Commission of Jurist Report which looked into the balancing of the Security Forces in Guyana, which the PPP itself commissioned.

This is just another ploy to make the real play, take back the lever of power and dictate the Government for the next century regardless of the wishes of the people.  The PNC colours have not changed, if/when they gain power, you hear a different tune.  When the people call them out on their lies, expect the chain-gangs, steel boots and iron knuckles to show up at the party.

 

If good documents made it real, LFSB FCH and other diversification policies would have seen a bright and shiny Guyana.  Afro-centric racism will trump whatever good intention are there and it will descend into the good old PNC of yester-year.

 

This document to the people of Guyana is like Hitler's piece of paper to Chamberlain.  Anyone who believes the PNC story-line is gullible and naive.
