I refer to yesterday’s article in the Stabroek News under the caption ‘Greenidge says he advised  against disclosing the bonus’ and wish to comment as follows:

At the time when Mr Christopher Ram alleged that the government received a signing bonus of US$20 million from ExxonMobil, there was no indication of the purpose for which the money was paid. All the media asked for was confirmation of the truth or otherwise of the allegation.

Government vehemently denied the existence of such a transaction, one official referring to the allegation as “a figment of imagination”. It was not until evidence was produced in the form of a letter from the Finance Secretary dated September 2016 to the Governor of the Bank to open a special account with a number of ministry officials as signatories to the account, that the government was forced to acknowledge the receipt of US$18 million. It is important to note that the letter did not indicate the purpose of the special account.

Having been forced to admit receiving the signing bonus, the concern was not about the purpose of the special account but rather about the secret nature of the transaction and the failure to deposit the proceeds into the Consolidated Fund, as provided for under Article 216 of the Constitution and Section 38 of the FMA Act.

It was then that the government disclosed that the transaction was kept in a special account for national security reasons and that US$15 million was for the payment of legal services should the border controversy with Venezuela be referred to the World Court. However, nobody asked for this information which could have still remained confidential while at the same time acknowledging receipt of the money.

Then, the residual question would have been: why not place the money in the Consolidated Fund? I note the explanation provided by government officials which I am not in agreement with and which I shall deal with in my column on Monday.

The government has itself to blame for the signing bonus scandal which has caused irreparable damage to its credibility as well its efforts to secure good governance, transparency and accountability.

As it stands, the government’s candidate membership of the Extractive Industry Transparency Initiative (EITI) is now in jeopardy.  The EITI has promulgated standards which participating countries are required to observe, including the publication of timely and accurate information on key aspects of their natural resource management, how licences are allocated, how much tax and social contributions companies are paying and where this money ends up in the government.

Those standards have been breached in respect of the signing bonus from ExxonMobil.

Rather than seeking to defend the indefensible, the government should do the morally right, indeed the honourable thing, by openly acknowledging its mistake. None of the explanations provided so far have justified the secrecy surrounding the receipt of the bonus from ExxonMobil, the vehement denial of the existence of the transaction when evidence was provided otherwise, and the failure to place the money in the Consolidated Fund.

Finally, it is time to move on. I call on the government to regularise the transaction by placing the money in the Consolidated Fund. Alternatively, it could establish an Extra-budgetary Fund via an Act of Parliament with appropriate safeguards to ensure the highest degree of transparency and accountability, as provided by Section 39 of the FMA Act. Janet Jagan wrote a book ARMY INTERVENTION IN THE 1973 GENERAL ELECTION that provided details of names and incidents in most electoral districts. In the 1985 election under Hoyte I was the PPP polling agent at East Ruimveldt Primary School. I witnessed certain persons voting multiple times throughout the day. When I pointed it out to the presiding officer, she told me with a straight face that I was mistaken. From my copy of the list I wrote down the names of the persons whom they voted for and submitted same to Freedom House that evening.

I was a polling agent the same year 1985  at Golden Grove ECD and object to multiple voting . A gun was shown to me between a Tex book . I ignore it at first . The black guy stood in a corner pointing the gun, cover by the book , another one walk by my desk and stole my bag . I give up and walk out .

on my way out , I was assault by tugs and ran from golden grove to Enmore . As I was passing through Haslinton Dr Jagan was visiting polling booth with journalist Tony Jenkins .. that’s when Dr Jagan was push down the stairs at Haslinton . 

On learning of Dr Jagan assault , Enmore residents arm themselves and was heading to Haslinton .. it was Dr. Jagan who calm the Enmore residents and avoid what go be a blood bath .

those days , you don’t mess with Enmore and Enterprise residents .

Listen from 1:35 of the video clip carefully. Granger is heard talking about rigged elections midway of a sentence. It tells me the tape was edited poorly. The sentence about rigged elections not being an idea of Burnham is cut out but I heard the one where Granger said he never rigged an election in his life. [Last time I bathed I cleaned my ears with a swab. ]

NB: This clip is 18:05 mins long. Granger spoke longer. First press conference in 2 years couldn't last 18 mins only.

As a former journalist in the print and broadcast media in Guyana, I am saying that SN will edit it having regard to space and time. In fact, as I watched that particular 18:05 mins clip, I noticed the sudden breaks between the various topics that Granger addressed.

With regards to the Demerara Waves quote on Burnham that I cited, I can tell you that Denis Chabrol would not maliciously put words in Granger's mouth. By now there would have been a disclaimer from MOTP or Granger. I knew Chabrol when I worked as news editor at GBC 1994-95; he has no axe to grind and is not a friend of the PPP. He is a professional journalist.

@Django, Granger's press conference lasted ONE HOUR but that video clip contains only 18:05 minutes. For sure it's edited. 

Says Stabroek News: "Speaking during his second press conference since he took office in May 2015 and which lasted for one hour, Granger revealed that the person proposed for the position of Chancellor has accepted the nomination and Opposition Leader Bharrat Jagdeo will be consulted." SOURCE

Miles Fitzpatrick once told me that those competing for power in Guyana are not doing so because they have a compelling moral purpose to serve the people and nation, that instead, they wanted a big piece of the pie. This resonated with me, though I had that understanding previously because I know many of the political actors.

we still need to know about  the discussion and plan developed by Granger and Trottman in the Bahamas or Cayman Islands.

how many times i said,don't take hand outs.

I man don't  work on Sat-Sun. Week days hrs are 11am -6.00 pm

Made hay while the sun was shining,with my moderate lifestyle the pennies are enough.
