between those rare and brief sessions

have not been fulfilled.”

He recommended substantive governance and

electoral reforms and

the formation of an independent civil society forum

to lead a structured discussion

on a vision of governance for Guyana

to promote reconciliation

in an ethnically divided landscape.

President Donald Ramotar[l) and former President Bharrat Jagdeo[r)

President Carter’s views found no favour

with the government or the PPP and

the Carter Centre thereafter disengaged from Guyana.

 

 

In 2010

the late Winston Murray, a PNCR leader and MP,

attempted to rescue the NDS from oblivion

and re-introduce it into the national discourse.

He tabled a motion in the National Assembly

for its revision by a Special Select Committee.

The Jagdeo Government rejected his argument

and amended the motion,

which was passed,

to refer the NDS to the Ministry of Finance for revision.

It was so referred and no one has since heard of it.

President Carter would be aware

of the deteriorating political realities in Guyana

after the 2011 elections.

The loss of the majority by the PPP

and the formation of a minority government,

which has tried to cling to office for three plus years,

have led to gridlock,

lack of progress and frustration.

 

Instead of forming a coalition government

which would have aided national unity

and result in much progress,

the government has steadfastly resisted

any such approach

and stubbornly held on to the winner-take-all policy,

about which President Carter complained.

2015 May 11th

With this background,

it is not known what President Carter

expects the outcome of his visit to be.

His engagement with Guyana

and the investment in time and money

that the Carter Centre has made,

suggest that his visit could involve a bit more

than mere observing of the elections.

It could well be that

he recognizes its uncertain outcome

and that he wishes to make an input

in restraining any negative reactions to the results,

whatever they are.

 

President Carter’s presence can also

potentially lead to new political realities,

whichever party wins.

His message of 2004

is still powerfully resonant today.

Hopefully, this true friend of Guyana

may still find a way,

without interfering,

about which he is always careful,

to reinforce that message.

In the early 80's I witnessed Joey cussing out some of his father's friends in NJ.  The guys turned to him and reminded him of their relationship with his father and the mutual respect they hold.  Joey cuss them more.  His wife was so embarrassed, she went to a secluded part of the hall and remained quiet all evening.

traveling the globe

the former president said.

 

The election is regarded as a contest

between the ruling People’s Progressive Party/Civic (PPP/C)

which is seeking to extend its

more than two decades hold on power

 

and the coalition alliance

comprising the main opposition,

a Partnership for National Unity (APNU)

and the small Alliance for Change (AFC).

 

β€œThe Carter Center has a long history in Guyana

and great respect for the Guyanese people.

 

These will be the fourth elections

we have observed there since 1992,

and we trust they will be

peaceful and inspire hope for the future.”

 

It was Oct. 5, 1992

when Carter’s Council of Freely Elected Heads of Government

observed presidential elections in Guyana.

 

Two years later, on Sept. 28, 1994

the Carter Center opened an office in Georgetown, Guyana

to support the country’s efforts for economic development,

electoral reform, and preservation of the environment.

 

After that, the former Plains, Georgia,

peanut farmer met with Guyana President Cheddi Jagan

on April 23, 1996

to discuss implementation of Guyana’s comprehensive

long-term development strategy.

 

Earlier that year he headed delegations to

Nicaragua, the Dominican Republic

and  prior to that Guatemala, Liberia,

Ethiopia, Guinea, Sudan, China,

Chile, Burkino Faso, Nigeria,

Mozambique, Uganda and

numerous countries in the sub-Saharan regions of Africa.

 

Perhaps, best remembered

for returning the Panama Canal Zone to Panama,

the one-term Democratic president

has been actively involved in

eradicating diseases throughout Africa.

 

In partnership with the Organization of American States (OAS)

Carter as head of the Center

also monitored elections in Belize, Haiti and Jamaica.

 

Once again invited by the Guyana government to monitor the polls,

the Carter Center along with collaborating groups

will assess the voting,

counting, and

tabulation processes.

 

In a statement released by the Atlanta-based organization,

reportedly the core team of experts

will be joined this week by six medium-term observers,

together representing nine countries.

 

The Center’s observers will meet regularly

with representatives of the

Guyana Elections Commission,

political party candidates,

civil society organizations,

the international community,

and citizen election observers

to assess electoral preparations

and the pre-electoral environment,

 

including election administration,

campaigning,

voter education

and other issues.

Rev, think about what will happen when human rights activists in Jamaica, T&T, B/Dos, Canada,  USA, Brazil, Norway, etc, start learning about what is happening to Afro-Guyanese at the hands of the PPP/C administration.

 

International condemnation is what put an end to the racist regime in South Africa.  I am sure it will also work in Guyana.
