APNU/AFC Govt approves new tolls for Linden roads

Communities Minister Ronald Bulkan has approved the payment of 18 different categories of tolls to be paid to the Linden Town Council (LTC) for the use of its roads.

The tolls, ranging between G$2000 and G$7000, were approved by Minister Bulkan, bringing into effect the Linden Town Council (Toll) By-Laws 2016, making the collection of tolls from vehicles traversing the roads into a statute.

lindenThe decision by Minister Bulkan stems from an earlier resolution of the LTC to impose the tolls to be charged at specified locations.

The by-laws, as set out by Minister Bulkan, caters for cars, minibuses, canters traversing the road with goods for sale, in addition to those laden with fuel and lumber.

The decision to saddle the business community with additional overhead expense in their operations comes out of a resolution the LTC made in July.

The resolution was approved by Minister Bulkan last Thursday and the information has since been officially gazetted.

The by-laws introduced by Minister Bulkan not only impose the need for the payment of the tolls, but creates offences should this new regime be breached.

According to the by-laws, β€œEvery vehicle specified in the schedule shall stop at a paying point at the toll station and the owner or person in charge of the vehicle shall pay in the full corresponding toll for the vehicle to the toll collector in local currency.”  The fees are as follows:

Car with goods for sale

$2000

Minibuses with goods for sale

$2800

Small canters with goods for sale

$3000

Large canters with goods for sale

$4000

Lumber trucks with boards

$4000

20-foot containers

$5000

Pick-Ups and 4x4s with materials

$3000

Trailers with boards

$4000

Trucks with scrap iron

Timber trucks with logs

Under the newly approved by-laws, the Council, subject to the approval of the Minister, will be able to amend the schedule to add or remove categories of vehicles to be included.

The tolls to be charged under the by-laws will not exclude persons living in Linden, though there is accommodation.

According to the gazetted by-laws, the affected vehicles that are registered in the name of a person living in Linden shall pay a toll determined by the Council twice a year in January and July.

Vehicles which had been identified to attract a toll, but are transporting essential supplies for the Government, shall be exempted by the Council from the payment of each toll upon notification and certification by the Regional Democratic Council of the vehicle to the Council.

Meanwhile, offences for the refusal of the payment of tolls have been created under the by-laws for breach of the payment of tolls and also makes provision for the detention of the vehicle of a delinquent road user.

According to the by-laws, in addition to the penalties imposed for refusing to pay, β€œthe toll collector, in the event that a toll demanded is not honoured, may impound the vehicle and release the vehicle after the sum has been paid in full.”

Additionally, the toll collector or the designated officer may release information to the Council or Town Constabulary on any vehicle in respect of number plate, colour, make, type or model, or in respect of any person passing through the toll station and the information shall be confidential, according to the by-laws.

Well,

Linden has been suffering since the collapse of the bauxite industry. With the exception of the electricity subsidy (which I am opposed to), these people have been thrown under the bus.

It is fine to collect tolls which we hope can be used to uplift the town of Linden, we just cannot allow Linden to rot.

It is equally important for this administration to assist rice farmers.

I have a feeling that these chaps are slowly finding their footing, they are a bit slow but this Toll is not a bad move on their part. The question is, will the people of Linden benefit our will crooked politicians fill their pockets ?

Time will tell.

Are you out of your mind? It's highway robbery. They are extorting the business for passing through their town, it is the only way into the interior.  Miners and logging companies traverse the road on a daily basis. This will only add to the cost of doing business.  What the govt should do is build a bypass, similar to a highway in the US.

More and more people are getting tired of gov't. trying to get more money from the pockets of the people.  They are not trying to encourage investments to generate more income. They are taxing people and businesses to get more money to fund their fat salaries and that of all the other unnecessary ministers, ambassadors, advisors, and experts they put on the gov't. payroll.

They say that APNU AFC is 100% like the PPP.  Does that mean that they want back the PPP?  No!  At least when they scream loudly enough this gov't gets embarrassed and changes course.  The PPP screamed that they had a mandate (even after 2011 when they received only 49% of the votes) and that no one could tell them what to do.

Besides we have yet to see known narco traffickers having drinks with Granger as they did with Jagdeo.

What nonsense.  Linden also deserve money, they are human too.  I believe that this toll is important.  All sorts of things passing through Linden but not leaving any wealth in the town.  That has to stop.

Druggie I know that you didn't do geography plus you are a complete more but the soils around Linden are among the most infertile any where. Burnham sent people to farm and people even came from Jamaica and other places, where blacks are very successful farmers. First couple of years excellent crops, and then NOTHING. 

The soil is sand and rock.  It doesn't support viable agriculture.   In fact even chicken and pig rearing is an environmental hazard as the waste enters the water table and then contaminates the water system.

Tell you what druggie. When you point out that you were a successful farmer and that this accounted for 100% of you income then you can talk about farming.

Not being experienced farmers means that they lack the capital to get seeds, drain lands properly, and apply fertilizer and pesticides appropriately.  It means less of a reserve when flooding or a drought wipes out the crop.

And you want to uplift them and just move them just like that!  The PPP was NOT going to pay for all of that!

And yes all of those people who got left behind in the USA are the ones who are running behind Trump.  In the UK they voted for Brexit.  In both countries they hate people like you who they think are taking things away from them.  In both societies these folks will attack you because they think that you are a terrorist. These are the whites who you worship.

Burnham gave the Blacks free land and they abandoned them because they didn't want to put in the sacrifice. My family were successful farmers, it takes hard work, but there rewards. The Blacks in Guyana want the rewards but are not willing to put in the hard work. That is why we see Indos as the majority of farmers and Blacks flocking to the laid back government jobs.

I support the shutting down of Guysuco in its current form. It is unprofitable. However it does provide valuable foreign currency to the nation. I am not an economist so I will leave this decision to those with better knowledge.
