APNU+AFC coalition's list of candidates now fulfills gender requirement

The opposition coalition initially failed to meet the legal requirement for the number of women on its list of candidates for next month’s general and regional elections, according to a senior official of the Guyana Elections Commission (GECOM).

According to the source, A Partnership for National Unity + Alliance For Change (APNU+AFC) submitted a list of 75 candidates of which only 14 were women on Nomination Day, Tuesday April 7, 2015.

The GECOM official said the coalition on Thursday submitted the names of 11 women, to meet the requirement of the Representation of the People Act that one-third of the candidates must be of that gender.

APNU+AFC coalition Chief Scrutineer, Amna Ally told Demerara Waves Online News that with the additional women, the list of candidates is now 96 and the coalition has satisfied the constitutional requirement.  “We have satisfied our proportionality with regards to gender,” she told Demerara Waves Online News.

Ally said there were a number of reasons for the list initially not having at least one-third women but she declined to go into details. “It is not a big issue,” she said.

The Representative of the List, Professor Harold Lutchman has been described as the "custodian" who would inform the Chief Elections Officer of those who would be selected to become parliamentarians after the leaders of APNU and AFC would have agreed on the names.

The discrepancy on the APNU+AFC list was observed by officials of the elections management authority the same day that parties submitted their candidates to the Chief Elections Officer, Keith Lowenfield.

According to the source, only the coalition’s list did not initially meet the gender requirement.

The Representation of the People Act says the total number of females on each party’s national top-up list shall be at least one-third of the total number of persons on that list. The law also states that the total number of females on any party’s lists for geographical constituencies, taken together, shall be at least one-third of the total number of persons on those lists taken together for the geographical constituencies in which that party is contesting.

And presumably the PNC and the AFC have run an Election before. Plus they are all lawyers with almost the sole exception of David Granger who can be excused here.

 

You mean to tell me that the Coalition isn't competent enough to put together their List?....a feat Mark Benschop (a non-lawyer) managed to accomplish flawlessly on his first Election?

 

Praise Allah the Representation of the People Act gives the opportunity for parties run by schupid incompetent people an opportunity to cure the defect or else the PPP could have won 100% of Parliament based on Coalition schupidity alone.

It also shows how friggin incompetent the PPP is that they didn't raise objection to the PNC "curing" this defect by adding 21 more MP candidates to the election.

 

The election laws normally allow the curing of minor inconsequential defects not a wholesale re-do of Nomination Day.

It depends on what is deemed to be a female. Under the UN convention on Human Rights and equality Kwame would be deemed to be a female since she is a transgender. So surely APNU can find a couple as well.

Dude...you are being pedantic. I am sure I would put the credentials of any of those people managing the list making against yours. We are not told the complete story here. The PPP gets around the constitutional line of succession by their deviousness.They suspended the constitution and called elections without closing parliament. What great ill befell us on those account?

 

This if anything it is a procedural oversight not a monumental error that would unseat the earth and detach the none from its gravity well and leave us in a tailspin. I am sure they discussed this with the authorities at GECOM who has the discretion to await a promised remedy. It is there. Here you are going into orgasmic heights to chime intellectual merit on bullshit.

What does any of that irrelevant shyte have to do with the point of the thread?

 

We are talking about the failure of the Coalition to meet the basic legal requirements of the Representation of the People Act in putting together their List.
