Cheddie was a rass hole!!  However, I doubt he could have changed Burnham's attitudes and actions!  Burnham was all powerful, fully backed by the GDF and the CIA.  Yes, he wanted any poker-faced approval from Cheddie to help get Indians onboard, no doubt, but without that, he would have did it anyway.  Jagan knew that!

You cannot change what you agree with.  In fact Burnham's leftward movement was to block Cheddi from gaining the support of the broad swathe of the working class.   In fact Rodney had to go because it was he and not Cheddi who did begin to have the potential to at least temporarily gain broad based support.

Burnham didn't give one rat's ass about Indians because he knew that Cheddi and Janet were hard core communists who were mired by the fact that Moscow and Havana endorsed his behavior, and ordered the PPP to clap.

When Burnham owned the entire economy he had his hands around the neck of all Guyanese regardless of race.  Cheddi gave him the ideological space to nationalize, and he was grateful for how stupid Cheddi was.  So ideologically frozen that he couldn't see that nationalizations made no sense.

Perhaps, it is your personal knowledge about Moscow and Havana.

There is always consultation between government and opposition leaders.

Whether they agree/disagree, the head of government makes the decision and takes responsibilities for the said issue(s).

Of note, there are consultation meetings between Jagdeo and Granger.
