Comments by Opposition Leader Bharrat Jagdeo that the PPP is going to “take back Guyana” for its supporters marks the transformation of the PPP into an “ethnic party representing exclusively ethnic interests,” former PPP stalwart Ralph Ramkarran says

In his column in the Sunday Stabroek yesterday, Ramkarran, who also served as Speaker of the National Assembly during Jagdeo’s presidency, said the charges of discrimination which Jagdeo and the PPP have made before are not new.

“What is new are his emotive appeals to “defend” Indians “in these dark times” and his promise to Indians to “take back Guyana” for them. This is a wholly new dimension to the PPP’s agenda, namely, its formal and official transformation by Mr Jagdeo into an ethnic party representing exclusively ethnic interests,” Ramkarran asserted. “Cheddi Jagan must be turning in his grave,” he declared.

Jagdeo has stood by statements he made recently about discrimination against Indo-Guyanese which the APNU+AFC government has described as race-baiting. Jagdeo had claimed that there is “an assault on people of Indian origin” during a speech at an event in New York.

In his speech, which was being circulated on social media, Jagdeo, a former president, contended that there is “an assault” on democracy in Guyana. “There is an assault on people of Indian origin. There is an assault on supporters of the PPP. What we thought would never return to Guyana, in just one short year, has returned in full force and even worse in some regards than the [Forbes] Burnham era,” he said while accusing the government of usurping transported lands and implementing new taxes that mainly target the rural poor.

“…And you know who live in the rural areas? It’s mainly our supporters. And so our country has taken a turn for the worse. It’s something we have to live with but I want to say to you, we are going to work hard and whenever the elections come again, we are going to take back Guyana, we are going to take it back from these people,” he added.

Government has voiced its condemnation of Jagdeo’s comments, which it dubbed “irresponsible, hateful, race baiting and malicious fabrications.”

In his column yesterday, Ramkarran observed that accusations of racial discrimination in Guyana’s politics by Guyanese politicians are nothing new. “Between 1957 and 1964 the PPP governments endured charges of ‘apaan jaat,’ adapted to mean ‘support your own kind.’ During 1964 to 1992 the PNC governments were consistently accused of racial and political discrimination. Between 1992 and 2015 PPP governments were targeted by the opposition for “ethnic cleansing” and ethnic discrimination,” he wrote.

No one should therefore be surprised at accusations by Jagdeo and the PPP that racial discrimination is taking place in Guyana, Ramkarran said.

“The realities of Guyana have caused our main political parties to take cognisance of the fact that organised political expression and activity are driven by ethnic insecurities. Both Indians and Africans feel more secure in supporting parties that they believe represent and protect their ethnic interests. In order to sustain that support, each of our main parties must appear to represent, or purport to represent, the interests of the ethnic group which supports it. This is one of the factors that explains the accusations of discrimination by the party out of office against the party in office and their appeals, subtle or open, to ethnic constituencies,” he wrote.

According to the former House Speaker, the facts surrounding the distribution of jobs, appointments, goods and services, which may or may not result in some ethnic imbalances, are far more complex than mere discrimination.

“The PPP should know that better than anyone else. It rejects allegations that it practised discrimination while in government. Yet dozens of boards appointed by the PPP were dominated by Indians and the predominance of Indians appointed to some government posts was noticeable. All ambassadors were Indian on the ground that no Africans were qualified, according to Dr Luncheon,” Ramkarran recalled.

He said that during the era of PNC rule between 1964 and 1992, the PPP devised a demand in relation to the issue of race. “It campaigned against ‘racial and political discrimination’ and advocated that only a ‘political solution’ will resolve our ethno/political problems. The PPP proposed the National Patriotic Front (NPF) and a government based on the NPF, as a concrete project to give effect to ‘winner does not take all.’ This would have seen an executive presidency held by the PNC, and a prime ministership, with more powers than are provided for in this constitution, held by the PPP. ‘Winner does not take all,’ rejected by the PNC, was never taken off the table but it did not survive the PPP’s electoral victory in 1992,” he noted.

Ramkarran said that the disputes about race and ethnicity took a turn for the worse after 1992. He said that the language became sharper and more divisive and the PNC, particularly the then Opposition Leader Desmond Hoyte, repeatedly and over a number of years, accused the PPP/C government of “ethnic cleansing.” He noted that this phrase came into popular use in the Bosnian civil war to describe the wholesale slaughter of Bosnian Muslims. “Notwithstanding criticisms of Mr Hoyte’s use of the phrase because of its horrific implications, which had no relation to Guyana, he continued it for several years,” Ramkarran said.

Further, he recalled that street violence, particularly in Georgetown, after the elections of 1992, 1997 and 2001 intensified ethnic fears across the country.  During the disturbances after the 1997 elections, Hoyte horrified many by calling upon the security forces to extend ethnic solidarity with their “kith and kin” in the PNC. These developments heightened ethnic cleavages, the former House Speaker said.

“The two main political parties had always maintained a posture of being multi-ethnic and of representing both major races in Guyana. But from 2006, particularly in the National Assembly, the PNCR began to explicitly say that it was speaking on behalf of its supporters’ interests. Now that the PPP is in opposition, they have adopted the same posture as evidenced by Mr Jagdeo’s speech,” Ramkarran observed.

He pointed out that Jagdeo spoke on behalf of Indians and to an Indian audience and revealed the new PPP agenda. Pointing to Jagdeo’s comment that “we gonna take back Guyana,” Ramkarran said that must mean that “we” own Guyana, that it was taken away from “us” and that “we” must now take it back. He noted that Jagdeo did not say from whom “we” will take back Guyana, whether it is from the PNC, or from Africans.

“He clearly meant, even if he did not say it, that “we” will then rule Guyana in “our” interests because it belongs to “us”,” Ramkarran said. “The big question is, who are “we”,” Ramkarran questioned.

He said that in full hyperbolic flow, Jagdeo answered the question himself by referring to the “assault” on people of Indian origin.

The question is Prashad, is there anything written by Ramkarran inaccurate? If there are inaccuracies then I'd expect you to brilliantly refute these. In the process you will gain friends, and people will begin to think of you as a credible person on party politics in Guyana. You will convert people and show them the goodness of the PPP and the deranged mind of Ramkarran. Why don't you do that? It's better than ranting about an irrevocable ban that means nothing as he has nothing to do with the PPP. Ban from what? Walking into Freedom House? Phoning the operator there? Texting messages or emailing the PPP? What is this ban? I don't understand. Make us believe you. It's easy. The facts are plain to see, so show us.

Stoking the fire of race and discrimination does not make any of you better.  What Jagdeo said is NOT the PPP agenda.  He was speaking the truth and standing up for those who are victimized by the PNC.  You all know that fully well.  Those of you who don't think that the coalition government is not practicing racial discrimination should take a good hard look.  Don't stifle your conscience.

Jagdeo who is the one stoking this up when he screams he "gun tek back Guyana for Indians".

Guyana is a multi ethnic country. It does NOT belong to any one ethnic group, so how can he take it back?  Is he finally admitting that Guyana belonged to Indians when the PPP ran it?  If so then why is he screaming about what APNU AFC might be doing.

The reality is that, while I have no doubt that there is ethnic exclusion being perpetrated by this current government under the PPP almost all of the heads of state entities were Indian and NO blacks were appointed as agency heads.

When Africans claimed wide spread marginalization did he listen to them? NO! He called them racist trouble makers, and attacked them!

At least APNU AFC have 4 Indian ambassadors.  Of the 5 most important postings (USA, Canada, UK, EU, and China) THREE are held by Indians. There are more SENIOR ministers who are Indian in the cabinet than there were senior ministers who were black.

And it is Jagdeo who raised this subject. NOT Granger, nor Ramkarran.

The truth of the matter is there are many Indos who are fighting for the rights of the Africans.  Look right here on GNI.  We have people like Gilbakka, Django, Mitwah, Kari, Pointblank, Chief who are ready to sacrifice any Indian for the good of blacks.  Show me how many blacks are returning the favor to Indians.  NONE!!!  Not one!!

I guess you failed to notice that no one is saying that he was wrong.  In fact I have ALWAYS said that BOTH the PPP and the PNC have been racist, and BOTH have exploited the ethnic insecurities of their respective bases instead of finding solutions.

Hoyte was angered by his rejection by Indians so destroyed his legacy of returning Guyana to economic growth and hosting free elections by his "mo fyah" stunt.  He set the stage for the AFC when many middle class blacks saw this behavior as being inappropriate.  The PNC has had to reinvent itself by constructing this multi party coalition.

So now that Jagdeo is getting a hissy fit because he is angry that he lost the election, due to huge turn out by blacks and mixed voters.

The PPP lost because 95% of black and mixed voters think that they are racist.  There are now more black and mixed voters than they are Indian voters, so how does sending these people into panic by threatening to turn Guyana  into an Indian country help the PPP?

Now you can fool yourself that Indians are the majority but they aren't. You can fool yourself into thinking "we gun tek back Guyana for Indians" doesn't look like an opening salvo for a civil war when non Indians hear these screams.   But then you will be fooling yourself.

FACT. No party in Guyana can win based only on an ethnic vote, so to mobilize people based on ethnicity is a sure fire way to DEFEAT.  Jagdeo is making Granger so happy.  In fact ONE YEAR AGO APNU/AFC predicted that Jagdeo would behave like this, so were so happy that the PPP was dumb enough to return him to leadership.

What this Granger PNC supporter Ramkarrrann fail to recognize is that we East Indians of Guyana are now being ruled by  a clear anti-koolie. A very dangerous position for our people to be in. I guess when you get silver your next step is gold.

Granger said come home.  He didn't say our people from Linden, G/T Buxton, etc should come home.

Jagdeo speaks of our people in the rural areas, you know who they are PPP people.  He then talks about taking back Guyana from "those people" for "our" people.

Well "our people" are Indians. Figure out who "those people" are.

Any way Jagdeo has confirmed to all right thinking Guyanese that he is a racist.

In Guyana, each race has the right to fight for it's survival. It seems that every time we have a change of government, the other side is crying foul. The PPP is in opposition now. The PNC is not going to represent the majority of their supporters. We saw this during the Burnham and Hoyte  years. Now they are back, they are reverting to the same. You might want to say the PPP did the same since 1992. However, I saw many negroes in good jobs in Guyana during this time. I did not see the culling and imtimidation of coolies we are witnessing today. Who is going to fight for the PPP members? Neemakharam, Kanwa, Granger, Joe Wong PING?

These PPP boys are confused.  The scream PPP=Indian=PPP, yet when Jagdeo talks about "WE" taking back Guyana for "US" from "THOSE PEOPLE" they swear that race isn't involved.

Because to criticize the PPP is to be called an anti Indian racist.  Even if Indian.

So this PPP Indian elite, flush with their stolen assets, screams "black man a kill ahbe" ad swear that they will "tek back Guyana for ahbe".

Problem is during the PPP era thousands of Indians left, many for subservient jobs in islands like Barbados, where they were scorned.  Yet their fear of blacks will mean that they will cooperate with this Indo elite who forced them to leave in the first place.

Many Indians grew rich under Burnham so the fact that some survive, despite a hostile environment doesn't mean that the environment isn't racist.  Over the past 2 days the KN has been citing SPECIFIC examples of anti black PPP racism. 

Take some one like David Hales.  He was HIGHLY regarded during his stint in Brussels, and yet Jagan dismissed him.  Jagan placed an illiterate idiot like Rohee in charge of Foreign Affairs.  No wonder Suriname, as a CARICOM member, felt emboldened to invade Guyanese waters.  Notably that it was a PNC cadre that the PPP had to beg for help out of the quagmire.  The list including many who the PPP dumped....

And now David Hales is back in Brussels.

We are still waiting for this list of Indians dismissed by the PPP for reasons of race.  I can see their problem because even they know that many were removed as they were corrupt, incompetent or both, like the thief who fled to Canada with the taxpayers' assets and now is bold faced enough to want to sue.

I am sure that you are one of those limp wristed old time Indians who couldn't look me in the eye when I encountered you.  This in the days when I went to events where Cheddi Jagan was speaking before he confirmed that he was a racist to the same degree that Burnham was.

So this is why you must carve out your little corner, exclude blacks and then think that this is how it should be.  And when blacks object to this arrangement you revert to full fledged history and wailing.

Grow a pair and be a man.  NO race can run Guyana.  No race can be given Guyana, and if this is what Jagdeo is telling you then chase him!

I don't fully blame the PPP for this behavior as APNU is little better in excluding Indians.

I do however suggest that it would have been better for Jagdeo to admit that BOTH parties have an image of ethnic exclusion and that the PPP should be leading the charge to eliminate this.  Starting with admitting that blacks didn't trust them and also admitting that the domination of top slots by Indians fed this perception.

But Jagdeo is too dumb, or arrogant, or just has too big an ego to do this.

Happy my derrierre.  No one who is happy will denounce their identity.  To be ashamed of who you are, is the lowest form of self-esteem.  Blacks should be proud of who they are.  Likewise, Indians should be proud of who they are.  You don't have to become someone else to be proud.

Miss Haniffa, get this straight. Gilbakka has NEVER denounced his identity. Gilbakka stated clearly previously that he is first and foremost a Guyanese who happens to have Indian ancestry. And if I remember well, you yourself had pressed the LIKE button for that post.
