Harper resigns as Director General; Rohee says Civic component of PPP “loose”

[www.inewsguyana.com] – General Secretary of the People’s Progressive Party/Civic Clement Rohee says the current Prime Ministerial Candidate – Elisabeth Harper – was the only person nominated to the PPP’s executive committee.

He told reporters at a news conference on Tuesday, February 24 that since the announcement of her candidacy on February 21, Harper resigned from her post as Director General of the Foreign Affairs Ministry.

The Party’s General Secretary also told reporters that Harper is not being sheltered by the Party since she is new to the political scene having been a public servant for a number of years.

“We would like to dissociate ourselves from any indication of that sort…I take objection to put it rather strongly and firmly that the Party is sheltering Mrs Harper,” Rohee said.

He related that while some political observers and opposition ranks are “panicking” over the selection of Harper as the Prime Ministerial candidate, the ultimate test of that selection will be in the results of the May 11 General and Regional Elections.

Rohee underscored that Harper is not a “card bearing member of the PPP” noting that she was from “civic society.” Rohee was grilled extensively on what gave Harper the edge over other members of civil society such as the incumbent Prime Minister Samuel Hinds and Foreign Affairs Minister Carolyn Rodrigues–Birkett but he could not say.

He would only say that the Party believes in “reaching out” and “change” and has therefore chosen Harper to be President Donald Ramotar’s running mate.

“As far as I personally am concerned, there is no rift in the PPP with respect to the Party’s selection of Harpers candidature.”

Rohee also pointed out that the Civic component of the PPP/C played no role in the selection of the Party’s PM candidate saying that it has always been that way.

 

“When Mr Sam Hinds was selected as the Prime Ministerial candidate there were other members of the civic then…we never sat around at a table and asked them to agree or disagree on whether Mr Sam Hinds should have been the Prime Ministerial Candidate. That never happened…no different from what we did in 1992 and all the other years that followed.”

He went one to indicate that despite attempts to formalize the Civic component of the PPP, no formalization was never done hence the component does not have a leader.

“The Civic component is a rather loose arrangement that is associated with the PPP…the civic component does not have a structure…there is no structure, there is no leader…some people were not comfortable with any organizational form being given to the civic component,” the General Secretary explained.

He however noted that current Prime Minister, Hinds was involved in the process.

PRIME MINISTER Samuel Hinds, the patriarchal figure, so respected by former President Dr. Bharrat Jagdeo and beloved by all PPP/C supporters, is gracefully bowing out of the office he has held since he, representing the social movement, GUARD, and his brother of the soul, Dr. Cheddi Jagan, heading the People’s Progressive Party (PPP), formed PPP/Civic alliance that endured, with great affection and respect, until the demise of the country’s greatest freedom fighter and beyond, until today. Presidential Advisor Gail Teixeira said recently during a television programme that the initial arrangement that was created without a formal formula for the partnership was acceptable with a 20% ratio for the civic component, but the bonding became so strong and meaningful that the civic aspect has been increasing in numbers until it has reached almost an equal composition. This is living proof that the PPP keeps good faith with trustworthy persons and organizations.
PM Sam wrote: “Prior to the 1992 General Election the PPP and the Civic group had a “Gentleman’s Agreement” and up to 2015 the TEAM PPP/C continues to be the strong driving force behind Guyana’s development.”

The “Gentleman’s Agreement” also included in its formulation that the composition of the Government formed would have the nominated representative of PPP in the Presidential slot, while the Prime Ministerial position would always be held by the Civic component. The second Prime Ministerial candidate of the Civic component, after in excess of two decades during which PM Sam served this country with exemplary dedication and commitment, is Ms. Elizabeth Harper, a career diplomat who served the governments of both the PNC and PPP/C.

In welcoming Ms. Harper to the fold, the Prime Minister wrote: “I extend heartiest congratulations to Ms. Elisabeth Harper, Director-General, Ministry of Foreign Affairs – DG, as she is familiarly known – on the announcement of her selection as Prime Ministerial candidate for the People’s Progressive Party/Civic (PPP/C) in the up-coming national and regional elections, on May 11, 2015. DG is a Guyanese of exceptional national commitment who, I am confident, would work with everyone in pursuit of the national ‘good’. Indeed, I commend Ms. Elisabeth Harper to all who wish Guyana well.

And what votes do you expect her to get.  The PPP just lost the 2300 votes from Region 10.

Never before are the conditions so ripe for a change of govt. It feels like 1992.

 

We fought to get the PPP in govt in 1992;

now we want to get them out.

 

We have entered a Trinidad style political situation where regimes are rotated in and out.

2300 does not accrue to any political clout. This absolute shut out there is indicative elsewhere with blacks rejecting the PPP. Someone said the PPP got 15 African and mixed votes and I know they were dreaming. That is how much they need to poach to win.

Dude, the lady would have to be a great natural talent to come off the gates like a great racehorse. That kind of talent is rare and she has no history indicating any such talent. I am sure the PPP will hide her as much as t hey can.
