The lists are "closed" in there are no one electing them directly. The lists assigns individual per party decree so it means little in terms of devolved power and direct representation of the people. I know of these changes since we discussed them here as cosmetic rather than devolution.

Our nation is still one constituency. The counting per district is also not instrumental in devolving power except as cosmetic constructs.

There is still essentially one list except the cosmetically created geographical lists. None of these districts have individual ballots with party members competing for the posts.
