Obama put a good lash pon Ramotar today in his speech in Texas.

He said we do not just talk Democracy....

We do not close Down Parliament...

We do not shut out the People you chose to Represent you....

We do not interfere and tell the Clerks of the House to duck or hide Bills...

If The Republicans in Congress want let them bring a Immigration Bill and this President will support it.

This is America....we do not suspend Parliament.

Did I do This?

 

Ramotar probably watched himself surrounded by water and,

like Urkle, asked: "did I do this?"

"Yes," a voice could be heard saying. "Partially".

 

Last night, as the rains poured,

power went out in my area,

close to Liliendaal pump.

Obviously, that affected the pumps.

And some pumps not working.

 

Central govt spent $$1 billion for city clean up,

but did it clean out the drains?...

If local elections were held since 1997,

better attention would have been paid to drainage.

 

No one can wish the rains away.

Farmers prayed for them.

But a government's job is to be prepared.

But PPP sitting on their hands.

 

Today, hundreds of business places were damaged;

households flooded; school children locked out;

markets contaminated.

 

No one can rely on flood control plan of government.

Is there a plan?

 

The frogs are croaking,

warning of more rains.

But is State House listening?

A parliament is a legislature, a law-making body.

In the UK, Commonwealth, etc it's called parliament. There are 2 kinds: unicameral and bicameral.

Guyana has unicameral.

The United States has bicameral, consisting of the House of Representatives and the Senate.

The UK has bicameral too: The House of Lords and the House of Commons.

Actually I am not sure that the USA has a parliamentary system.  It has 3 branches of gov't, the judicial, executive and legislative.  Guyana and other parliamentary systems do not separate the legislative from the executive.  That is why most parliamentary systems allow post election alliances if there is a plurality but not a majority.  Suriname, the UK, Israel and many European countries.  Guyana has to change the constitution to allow this.

 

The USA often looks at the executive and the legislative branches to keep each other in check.  The executive headed by the president can veto decisions made by the legislative.  That doesn't work in parliamentary systems, which is why Guyana is in crisis.  The executive is normally formed out of the party(s) with the most seats in the legislature.

Article 1, Section 1 of the US Constitution says: "All legislative powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives."

Carib, the term legislative powers means powers to make laws.

A parliament is a legislature, a body having powers to make laws.

"Generally, a parliament has three functions: representation, legislation and parliamentary control (i.e., hearings, inquiries)." -- Wikipedia.

The US Senate and House of Representatives together do those things.

 

Article 51 of the Guyana Constitution says: "There shall be a Parliament of Guyana, which shall consist of the President and the National Assembly."

And, Article 65 (1) says: "Subject to the provisions of this Constitution, Parliament may make laws for the peace, order and good government of Guyana."

In other words, the Guyana parliament is vested with legislative powers, just like the US Senate and House of Representatives.

President Obama can veto bills just as President Ramotar can refuse to assent bills; same function.

 

BOTTOM LINE: Jalil was not wrong in saying the US has a parliament. A rose by any other name smells just as sweet.
