Prior to 1992, Guyana experienced what can only be described as a dark period in history which World Bank also commented thus “The government’s capacity to deliver essential services has virtually collapsed. Infrastructure remains severely dilapidated. The supply of potable water is limited to a small proportion of the population, drainage and irrigation systems have deteriorated to the point that they are no longer useful, and health and education services have become so inadequate that social indicators for the country have fallen to among the lowest in the Caribbean.” This occurred under Carl Greenidge’s watch as Minister of Finance. During the period when the Economic Recovery Progarmme was instituted by the IFI’s in Guyana, Carl Greeenidge pronounced that the Country was economically bankrupt.
