The Government of Guyana on Thursday declared that the outgoing British High Commissioner to Guyana Andrew Ayre, ought to be accorded the status of a “pariah” after expressing his government’s concerns about the ongoing prorogation of the Guyana parliament.

Speaking at his post cabinet press conference at the Office of the President, the Government of Guyana’s Chief Spokesman Dr. Roger Luncheon said the High Commissioner was “dishonorable” in his statements about the situation in Guyana and the Government of Guyana cannot wait to see him leave.

The High Commissioner is expected to leave Guyana in February after completing his tour of duty for three years.

Luncheon told the media that “High Commissioner Ayre is terribly dishonorable. Knowingly mis-depicting prorogation in Guyana as a COnstitutional crime severe enough to utter that S word…sanctions that is so bandied around today in international discourses.”

“The sentiment is that he needs to be accorded the status of a Pariah and his departure is eagerly awaited by the Government of Guyana”, the Cabinet Secretary said.

According to Luncheon, the High Commissioner’s statements about the United Kingdom wanting to hold back developmental funds, may have pointed to an explanation for recent decisions by the United Kingdom and the European Union to no longer offer Guyana “budget support”.  IMG_0682

He said the threats of withdrawing and withholding aid “hurts” because the British have been instrumental in organising and contributing in developmental aid that Guyana has received over the years.

At a Monday morning press briefing, the British High Commissioner said there could be possible sanctions by the United Kingdom and the Commonwealth for Guyana not sticking to the Commonwealth Charter which focused on democracy and a recent Declaration that was signed onto by Commonwealth Leaders including President Ramotar.

High Commissioner Ayre said the Guyanese President needs to lift his suspension of parliament since the ongoing suspension has created a country that does not have a functioning democracy.

He noted that under the circumstances, the United Kingdom would not be able to justify to its taxpayers why it was still sending developmental funds to a country which has no functioning democracy and no parliamentary oversight at the moment.

Luncheon used most of his press conference to  lash out at the British High Commissioner and his statements. He described the actions of the High Commissioner as “unpardonable”. He further noted that “there must be something about leaving Guyana that encourages Western Diplomats and Heads of Missions to engage in final fetes of folly”.

He made reference to the last public statements made by the former US Ambassador to Guyana Brent Hardt. Just before leaving the country, Hardt also raised concerns about the state of democracy in Guyana. His statements earned him a “feral blast” from the acting Foreign Minister of Guyana at the time, Priya Manickchand.

When asked by News Source whether the Government had paid any attention to the London statement of the British Foreign Minister Tobias Ellwood, about the prorogation of the parliament in Guyana, Luncheon said the Government has explained that the prorogation will remain in place as the President gets ready to call early elections. He said he is not sure what more explanation the Guyana government could offer to the British unless the Foreign Minister wants to come to Guyana and decide on a date for the elections himself.

The British Foreign Minister in a statement from his London office last week said “the UK Government views with concern the continued prorogation of Parliament by His Excellency President Ramotar and calls for its earliest possible resumption. Parliament is required by Guyana’s Constitution and the Commonwealth Charter, it provides the necessary checks and balances and enables citizens’ voices to be heard”.

During a Tuesday interview with News Source, the British High Commissioner he would not be surprised by the government’s response to his concerns because “anyone who says anything that the Government doesn’t agree with, they try to demolish and discredit”

Some outgoing officials seems to make outlandish statements prior to the end of their terms.

Like many of us here, these officials are probably frustrated and so happy to get out of thaT SHIT HOLE OF A COUNTRY WITH ARSE HOLES RUNNING AND RUINING IT. They finally get a chance to voice their concerns and the man is correct in what he said. Guyana has a government that doesn't give a dam for their people.

The British Foreign Minister and the High Commissioner have merely echoed what the majority of parliamentarians in Guyana have been saying. 

Ramotar and his minority PPP regime have treated the National Assembly shabbily particularly since 2011.

Since last October the Guyanese people have been deprived of parliamentary representation on both sides of the House, all because the PPP is hell-bent on holding on to power without legislative accountability.

However, every rope has an end, and general elections must take place soon.

The results of the elections will show that, as far as the majority of Guyanese are concerned, the PPP is the real pariah.

British High Commissioner Andrew Ayre was today accorded the status of Very Dishonorable Pariah by the Government of Guyana.  Pariah is an Anglicised derivation of the Indian word Paraiyar, a caste group found in the Indian state of Tamil Nadu and Kerala often know for being musicians.

 

Wikipedia: “In the second half of the 19th century, there were frequent descriptions of the Paraiyars in official documents and reformist tracts as being “disinherited sons of the earth. The first reference to the idea may be that written by Francis Whyte Ellis in 1818, where he writes that the Paraiyars “affect to consider themselves as the real proprietors of the soil”. In 1894, William Goudie, a Weslyan missionary, said that the Paraiyars are self-evidently the “disinherited children of the soil”.

“The name Pariah became famous as the Paraiyars were considered typical of the depressed castes in India. The mistaken use of the term Pariah as being applicable to the whole of the lowest castes, or even to out-castes, became generally known in Europe during the last quarter of the 18th century..Robert Caldwell conjectured that the Paraiyar or Paraiyan name was derived from the Tamil word Parai (a drum) because some members of the community act as drummers at marriages, funerals, village festivals, and on occasions when Government or commercial announcements are proclaimed. Whereas later, in the 1891 Madras Census Report, it is recorded that “it is only one section of Paraiyars that act as drummers, nor is the occupation confined to the Paraiyars. Let the Commonwealth Ministerial Action Group bring the war to Ramotar

Isaiah 59 King James Version states thus: “Behold, the Lord’s hand is not shortened, that it cannot save; neither his ear heavy that it cannot hear. But your iniquities have separated between you and your God, and your sins have hid his face from you, that he will not hear.”
Why are the people of Guyana being held to ransom by the present Government?  The behavior of the present Government regarding the suspension of Parliament has evoked the ire of the British High Commissioner to Guyana, Mr. Andrew Ayre, who made no bones about the fact that he intends to bring the matter to the attention of the Commonwealth Ministerial Group, with a request for immediate action. There are also continued concerns that there have been no local elections for over 20 years, which is also contrary to the democratic principles of the Commonwealth Charter and Guyana’s own Constitution.
The Commonwealth Ministerial Group was set up as a mechanism to deal with serious or persistent violations of the principles set out in the 1991 Harare Commonwealth Declaration (the Harare Principles).
It is apparent that a sound mind is not resident with the President, or he thinks that being a fool is really cool.  The November10, 2014, suspension of the Parliament, a visible effort to avoid a no confidence vote stands in clear violation of both the Commonwealth and the Guyana Constitution.   One week later following the proroguing, the said High Commissioner called on President Donald Ramotar to reconvene the National Assembly as soon as possible stating that Parliament is the “central pillar of democracy.
Did the President listen? It is blatantly apparent that tar had seeped into his auditory and visual system rendering him blind and deaf. Then again, divine power or forces unknown have so far been on his side, as the populace, despite their mounting anger, frustration and apathy, has not displayed any acts of harm or violence.
On the international stage the President is portraying the image of a full blown buffoon, but one who has failed to amuse the audience any longer. Commonwealth Heads of Government established the Commonwealth Ministerial Action Group (CMAG) in 1995 to act as the custodian of the Commonwealth’s fundamental political values, addressing country situations where serious or persistent violations of Commonwealth values have occurred. Leaders agreed on a series of measures that the Group should take in response to such violations, aimed at the swift restoration of democracy and constitutional rule. As such, CMAG has supported the strengthening of democracy in member countries and has enhanced the Commonwealth’s profile on the international stage.
So if the President is dwelling under the delusion that he is a power unto himself, then perhaps the time has come for those in authorities to use the battering ram as a means of splintering his fortress, and breaking open his purported walls of fortification.  Yes, there are some folks who according to Guyanese vernacular, do not like a row but adore a riot.  The CMG has clearly stated that if after assessment by duly authorized ministers of whether serious or persistent violations of fundamental Commonwealth values and principles have taken place will have full recourse to the range of measures,  such as trade restrictions, suspension from the group,  limitations of government-government contacts, expulsion from membership of the Commonwealth and people-people measures.  The CMG has already in place stated rules for situations such as the one arising in Guyana. However, in relation to circumstances where a country is perceived to be in ‘serious or persistent violation’ of the Harare Principles other than an unconstitutional overthrow of a democratically elected government, the HLRG agreed on a six-step approach. This was endorsed by Heads of Government at the Coolum CHOGM in 2002 and has come to be known as the ‘six-step Coolum procedure’; it is the currently valid procedure for dealing with such situations. The CMAG has a role to play in protecting the Commonwealth’s fundamental political values. So Mr. President, release your hold, now you have been told despite the fact that you are playing bold.
Get the show on the road.  Enough is enough.  Remember when you bring the country to ruin as has already been done, then you will walk away leaving the nation and the new Head to clean and clear up your mess.  The time is now to do the right thing.

Paraiyars were the only set of people who stood against Brahminism when it came to the Tamil society. They were initially very rich people. They were victimized for speaking out against  Brahmanism. The Brahmins and the Kings took away their wealth and lands and systematically kept them out of the villages. To survive,  they did farming, fishing,  coolie jobs…. and they are basically hard workers. They entertain themselves with drum beating; the rhythm you find  in most Madrassi groups in Guyana. Today, these “ Paraiyars” are back on track in every professional occupation and  businesses.

My boss visited India regularly to meet the Minister of Health and the http://www.icmr.nic.in/ , and told us about his visits. He read the book you mention, then visited the man's house in Tamil Nadu a few times, see the house here: https://en.wikipedia.org/wiki/Srinivasa_Ramanujan . He said the taxi drivers find it very fast because Srinivasa is the most famous person in their town and lots of foreign visitors go to the house which is like a museum. My boss gave me the book before he died in 2015.
