Government is currently looking at the development of the hydropower site at Tiger Hill, which has the capacity to adequately supply Linden with electricity, Minister of Public Infrastructure David Patterson told the Parliamentary Sectoral Committee on Natural Resources yesterday.

“Obviously the idea is to develop Tiger Hill; it is very close and it will obviously open up that region for other things… There has always been the idea of moving Linden towards the industrial centre, where it should be, and obviously with Tiger Hill coming on stream that can assist,” he said.

Patterson, who was accompanied by Horace Williams, the CEO of the Hinterland Electrification Unit and Head of Guyana Energy Agency (GEA) Mahender Sharma, was making a presentation on the Guyana’s Hydropower Policy.

Several years ago, funding was made available for the Tiger Hill site but the project was subsequently abandoned. This site is located just over 65 km upstream from the mining town.

Asked by government committee member Jermaine Figueira if government would consider a public/private partnership for Tiger Hill, Patterson responded in the affirmative and added “that is the way to go.” He later indicated that a possible partner from Region Ten would be given first preference.

Responding to questions from Committee Chairman Odinga Lumumba, Patterson said that electricity demand for Linden is between nine and ten megawatts. He said that government’s policy and idea for Linden was Tiger Hill, which has a capacity of 28 megawatts. He reiterated that this is one of the five sites that is being reviewed by government.

He said that the ministry in collaboration with GEA has already commenced preliminary works on identifying hydro sources to match demand and is examining opportunities for the financing of hydro development for hinterland electrification. Tiger Hill is one five sites being looked at based on viability. The others are Kamira, Kumu, Tumatumari and Amaila.

Patterson told the committee that towards the sustainable development of Guyana’s energy sector, particularly the reduction of the country’s dependency on fossil fuels for electricity supply and with a renewed focus on renewable energy, the government of Guyana via the Ministry of Public Infrastructure has embarked on a number of initiatives.

He said that a National Energy Policy and implementation plan will get underway in April with a consultation involving government, key stakeholders and the private sector.

Patterson also informed that the ministry has re-engaged with a company out of Brazil, which had previously signed a Memorandum of Understanding (MoU) with the government of Guyana with respect to the Mazaruni Hydopower project. He said that the Brazilians have identified this project as high priority for bilateral relations and have indicated that they are “still extremely interested” in the proposal.

At the last meeting in April last year, he said, a pre-feasibility analysis was submitted.

Patterson said that it has been determined that there were two sites along the Mazaruni which can provide up to 3,000 megawatts. The agreement reached, he said, was that 85% of the energy generated will be guaranteed to the Brazilian government while 5% will be guaranteed to the government of Guyana and the remaining 10% will be in reserve but Guyana will have the “first call.” He noted that if it is not required then that 10% will be sold to the Brazilians.

The most recent update for this project, he said, is that in wake of the economic challenges currently faced by Brazil, the company with which the MoU was signed is seeking to engage with an alternative partner. “We are at this stage in the process of doing an evaluation on their proposed partner,” he said. With the present MoU, the company has undertaken to provide 100% funding for the feasibility study so that the project could move ahead.

Addressing electricity for Essequibo, he said that government is looking at a combination of wind and solar electricity for that area. He said that the peak demand there is within the rank of these two forms of renewable energy.

With respect to renewable energy, Patterson said the 26-megawatt wind farm at Hope Beach is under consideration by the Ministry, the GEA and Guyana Power and Light (GPL). He said that technical support from a German company is expected soon. He said that once studies done are successful, the project will get the green light.

Patterson said that the Bartica 1.5 megawatt solar grid proposals were returned earlier in the day with 22 submissions from “around the globe.” He said with regard to the rehabilitation of the Moco Moco Hydropower Plant, the bids are expected back by the end of March and the idea would be to rehabilitate it and use the energy to power Lethem and surrounding areas.

He said the government has also asked for concessional financing for the estimated $21 million required for solar farms for GPL, Lethem, Port Kaituma, Mabaruma and Mahdia.

He also detailed government’s plans for the energy sector for this year, 2017 and 2018.

This Govt is more focused on providing resources for music, coolers and washing machines, bacanal vs the production class.

Solar will not provide the type of break-out capacity at cheap costs.  They will dilly-dally with this for a half a decade and the PPP will have to pull out Amelia after 2020.  It all sounds great, but solar is expensive given its current 30% conversion rate.  If sometime in future the advanced nations could improve this to 50%-60%, then you have something to talk about far a nation like Guyana!

You can rest assure, if solar was a more viable alternative, Norway would have pushed the PPP in that direction, and they have some of the most advanced solar and wind power technology!

The PNC are economic losers, just like before.  They will only deliver major improvements if oil is actually extracted.  And this is far out in today's world!!  The PNC should have looked into Amelia, vetted for their concerns and bring the PPP on board and move the nation forward!!

The PNC does offer value and I believe will do better in the Social welfare areas.  Blacks, on the whole, tend to be a more nurturing and socially conscious people and would do well here.  However, they should embrace some aspects of the PPP Macro development plan.  This will benefit everyone!

Production class? Linden have more engineers and people with technical skills per square foot than any place else. The falls are located there and were often looked as as a reliable source for development of hydro. I think it would be a transformative thing and beneficial to the entire nation. As noted earlier, Linden as an industrial center and distribution center is a natural fit.

It is wishful thinking the PPP could bailout anyone. They had two and a half decades and failed to make any headway in the energy sector. Be it wind Solar or hydro, they did nothing to exploit our abundant potentials. If you need looser in terms of our infrastructure development and meaningful productive capacity you already have the PPP as apt example. 

Any macro development strategy is not by default a PPP strategy even if the contemplated it. The reality dictates the strategy and good strategies are self evident even if the PPP quacks claim they were on track to do it. They only take on projects if it is pork filled so they can amply satiate their greed.

It should be. It has the necessary bedrock so we can build to the skies. It does not suffer the adversity of frequent flooding. It is amply supplied with fresh water and land to expand on. It is also located in the center of the country from which a system of traditional trails to other regions already exists

As of now the PPP have NO credibility when it comes to Amelia, so shouldn't be surprised that people don't want to deal with it.

BTW did the IDB ever certify the project as being viable, the way that it was structured, which would have resulted in the gov't incurring a massive debt?

Tiger Hill Hydroelectric proposal is a small one that will provide electricity only to Mackenzie and surrounding areas.

Guyana's focus should be on providing hydroelectric sources to that area and most of the other areas in Guyana.

It must be noted that the Essequibo area is an area which will not benefit from hydroelectric power.

The current best source is the Amalia hydroproject for the country.

Should Brazil gets the go-ahead to develop hydroelectric power projects in Guyana, the major sources are on the Cuyuni and Mazaruni rivers.

Amaila has no credibility because the massive corruption that the PPP engaged in, and the Fip Motilall scandal.  An assessment will need to be done to see if it is indeed the best site for a mega hydro dam, as well as how such a project can be financed without bankrupting Guyana.

Indian people don't preach hate for blacks in Guyana. The reaction of Indians to violent crimes and bullyism from African criminals and political activists can be misconstrued as racism if not viewed in its proper context. In the US I've witnessed good White Folks reacted with racial slurs on Blacks when they're beaten and taken advantage by Black Bullies. We cannot just dismiss those White Folks as racists and ignore the horrible assaults on them. It's similar with any other group when they are attacked by other groups. The PNC uses its thugs to attack Indians and then deny it.

I am not knocking the idea. It is important to understand, one can build anything but selling it takes much more effort. If Linden is going to be an Industrial center, then how are they going to move the goods at a cost effective way? And who they are going to sell it too? The idea of developing Linden is a good one but making it sustainable that is whole different matter. Unless, progress is having free services.

By stigmatizing blacks as criminals and bullies, they do preach hatred of blacks.

Indians also ignore the fact that many Indians are also criminals and bullies.  Not just those who rob their fellow Indians, but also others who use their economic clout to victimize poorer Indians, or pay mercenary black criminals to engage in contract killings of Indians.

Linden is part of Guyana, despite your hatred of it because its a majority black town.

The densest consumer base in Guyana is in regions 4 and 3.  Most of the resource potential of Guyana lie in regions 7, 8, and 9.

Linden lies between BOTH, so in fact represents an important manufacturing and distribution center.

Were Linden Indian this is what you scream, but the Indo racists here are too busy with their racist rant that the only productive people in Guyana are Indians.
