Yes it can be used. We have officially adopted the North-American standard for wiring and electrical outlets.

Unfortunately, the inspectors often do not do their jobs and many outlets are still wired incorrectly and worse, are not grounded. The consequence being that surge protectors cannot work. Nevertheless I urge you to buy a good surge protector, which Mits correctly advises on as well. The APC Performance series is recommended - let through voltage <40 or 3400 joules - they cost around $40. The red light will indicate if the outlet is faulty, and you can either seek one that is ok, or get the person you are staying at to fix it.

Plugging in any laptop without surge protection is highly inadvisable, most especially in Guyana, because of a lack of zoning, or enforcement thereof, and faults within the grid too numerous to mention, there is a steady stream of surges, not to mention those when electricity is restored after one of many blackouts.
