Former President Bharrat Jagdeo and former Head of the Presidential Secretariat, Dr Roger Luncheon were this afternoon arrested in connection with the Pradoville 2 probe.

Earlier, Lisaveta Ramotar had been detained by the Special Organised Crime Unit (SOCU) in connection with the ongoing probe into the Pradoville 2 housing scheme. Ramotar, the daughter of former President Donald Ramotar, has been taken to the SOCU office.

SOCU officials and Police later went to the Office of the Leader of the Opposition, Bharrat Jagdeo. There they arrested Dr Luncheon. He was then taken to the SOCU office. Jagdeo later went to the SOCU office on Camp Road along with Nandlall. He was placed under arrest at the SOCU office.

SOCU sources say charges will be laid against the three plus former Minister of Natural Resources, Robert Persaud among others.

The special investigation of the Sparendaam Housing Project, better known as Pradoville 2, which was part of a larger probe of the financial operations of the Central Housing and Planning Authority (CHPA), was conducted by accounting firm Ram & McRae, which found that awardees grossly underpaid for the lots by a total of nearly $250 million, while the state-owned National Industrial and Commercial Investments Limited (NICIL), National Communications Network (NCN) and Guyana Power and Light Inc (GPL) were never reimbursed for millions spent to execute preparatory works.

“Our examination leads to the conclusion that the project was done outside of the established procedures and that Minister Ally [sic] piloted every aspect of the transaction without recourse to the Authority. While the minister has considerable powers under the Housing Act, his role in the issue of titles was well outside of his functions and powers,” the report, seen by this newspaper, said.

They are trying to divert attention away from the controversial parking meter scandal which triggered daily protest against the government.  While they are busily stealing in government they are pretending to be saints by bringing charges of corruption against their political adversaries. The recent $250 million contract to rehabilitate the Kitty Market cost no more than $40 million for materials and labor.  Just think about an additional $200 million added on.  

This move by the PNC will galvanize more opposition to the government.  The PNC is acting carefree thinking that they don't need votes from the AFC or any other group since they will resurrect the Burnham magic to keep themselves in power way beyond 2020.  This will not happen.  People have gotten accustomed to freedom and economic growth and they will demand that the PNC leave government by the ballot. International pressure will be brought on this regime if continues to act in this high-handed fashion.

The British who were responsible were 19th century planters. In the 1840s there were two strikes by the formers slaves who demanded higher wages and better working conditions.  The first strike was highly successful and the planters had to concede. 

They then decided that their best chance was to have an employment force which they could divide and rule.  They then decided to start the indenture system and to bring in West Indian workers (mainly Bajans).  The second strike failed as the immigrants didn't participate.

The largest group if indentures were Indians. By the 1880 the bulk of the estate workers were Indians, and they too had begun to strike for better wages and working conditions. The planters had by then succeeded in ensuring that the villages established by the former slaves had failed. They flooded them out and over taxed the villagers, and also prevented the villagers from acquiring more lands, and charged them heavily for lands that they rented to them.

So they used the black villagers and Bajan workers as scab to undermine the indentured workers.

I hope you will see how silly you are by claiming that the British of today care one white for what British planters did over 100 years ago.

We can only hope that the forensic and other assistance that the UK and the USA are providing will be put to good use, and not used in a witch hunt.  If it is the latter the APNU AFC gov't will lose in court and look even sillier than they currently are.

Jagdeo trying to hide behind Burnham's immunity provisions is a joke.  Presidents should be provided immunity for actions which they honestly believe were in the interest of the country and as such should be defended by the government/AG and not be held personally liable.  

Presidents  should not be able to hide behind actions that enrich themselves or cohorts because that is CORRUPTION.

I never said the PNC will prosecute themselves.  They are scamps also.  How did they get the whole plot of land in Sophia for Congress place?  I agree that all thieving should be prosecuted, but someone else will have to prosecute the PNC.  The PPP was weak or maybe they thought they could thief like the PNC and get off with it.  Looks like "you did it too" will not work as a defense.

Government of Guyana Statement

Government of Cooperative Republic of Guyana statement on SOCU investigation

The Government of the Cooperative Republic of Guyana has been informed of the ongoing investigations by the Special Organized Crime Unit (SOCU). The Government has been informed that SOCU has conducted interviews with a number of agencies and individuals in relation to the ‘Pradoville 2’ Forensic Audit which was referred to the unit.

SOCU, the Government has been informed, has conducted interviews with the Department of Housing, the Central Housing and Planning Authority, National Industrial and Commercial Investments Limited (NICIL), the Betterhope/Sparendaam Neighbourhood Democratic Council, Guyana Power and Light, Guyana Water Inc, National Communications Network and various other agencies and individuals in an effort to, among other things, determine the market value of the Pradoville 2 complex. Interviews, the government has been informed, are ongoing.

The Government has further been informed that specific individuals were invited to the SOCU Office at Eve Leary for questioning during the course of this week and that some of the individuals complied while some did not. The Government has been specifically informed that in the case of two prominent former government officials – former President Bharrat Jagdeo and former Head of the Presidential Secretariat Dr. Roger Luncheon – they declined to visit the SOCU office for questioning and were arrested, questioned and subsequently released on their own recognizance.

The Government notes SOCU’s meticulous, fair and independent work in investigating this immensely serious matter relating to state assets and looks forward to a thorough and comprehensive investigation and for the law to take its course and justice to be served. The Government notes spurious allegations of political vendetta and harassment and dismisses same as SOCU is operating independently and without any interference or direction.

The Government reaffirms its stated position that the assets of the state belong to the people of Guyana and under no circumstances will it condone or overlook any action which resulted in the improper, illegal or unjust distribution of same.
