CSME Official Allays Fears

Antigua St john's - An official from the Guyana-based Caricom Secretariat is allaying fears that the Caribbean Single Market and Economy's (CSME) freedom of movement protocols will lead some nationals to flood other countries.

In fact, according to Specialist for Movement of Skills/Labour at the Secretariat Steven Mc Andrew, the opposite appears to be the case.

“Even though people have been concerned about flooding of their countries under the CSME arrangements, studies have shown that this has not materialized. Free movement of skills between 1997 and June 2010 totaled just around 5,000 people,” he said.

He added that in a shorter time – 2000 to 2010 – 75,000 people moved through Caricom under the work permit regimes. “There are two interesting things to note,” Mc Andrew said, “firstly, the work permit regimes are solely at the discretion of the members states.

They decide who comes in and who does not. Secondly, 75 percent of the people seeking work permits are not from Caricom, but from third party nations, and only a quarter of them were from within Caricom.”

Mc Andrew said the revelations from the studies are most interesting in light of the sometimes strident comments made against the CSME within the Caribbean Community.

“The main movement of people within Caricom has been from third nations and not Caricom nationals," he said. "Additionally, in the cases where they do move… the regime under which they travel is via the work permit, as opposed to the CSME Skills Certificate."


The Caricom official said the figures also revealed that the "brain drain" to so-called "greener pastures" continues, particularly among graduates, teachers, nurses, and doctors. “These are in high demand in the developed world, and they are the same categories listed as the priority areas under CSME,” he noted.

The official added that the aging baby boomer generation in places like the United States is retiring, and this creates opportunities for people to replace them, and for others to take care of them.

Mc Andrew is part of a Caricom team visiting Antigua & Barbuda to engage stakeholders on matters related to the CSME, and to let residents know that the CSME has not been placed on hold, but that is being actively promoted by the Caricom Secretariat.

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Antigua and Barbuda’s Opposition Leader, the Honourable Lester Bird congratulated Ambassador Irwin LaRocque on his appointment as Secretary-General of the Caribbean Community (CARICOM) and assured him of the full support of his Antigua Labour Party(ALP).

Secretary-General LaRocque called on Mr Bird on Monday at the Parliament Building in St John’s Antigua and Barbuda on the first day of his two-day visit to that Member State.

Mr. Bird was accompanied by the Chairman of the ALP, the Honourable Gaston Browne.

Mr Bird alluded to the challenges which Secretary-General LaRocque faced and identified freedom of movement as a particularly difficult one. He also spoke of the importance of transportation not only in respect of trade and the movement of people, but also as a key factor in encouraging commingling of the Region’s citizens.

Both Mr Bird and Mr Browne stressed the importance of bringing the Opposition parties into the regional arrangements to get bipartisan agreement on the Community agenda. Secretary-General LaRocque thanked Mr Bird for his expressions of support and congratulations and noted that the Opposition Leader was no stranger to the integration movement. He noted the concerns with respect to freedom of movement and indicated that there was an impact assessment underway to gauge the results of movement on Member States.

The Secretary-General agreed that bipartisan agreement on the regional agenda was an important step forward and emphasised the need to bring the regional agenda to the national agenda. Ambassador LaRocque assured the Leader of the Antigua and Opposition that the integration movement was moving ahead despite the severe challenges it faced. He noted that its progress should not only be determined in the context of the CARICOM Single Market and Economy but in the array of other areas which were integral to integration.

DG this man is saying that people are afraid that Guyanese will swamp their tiny islands. They can no longer tolerate this with their slowing economies and diminished employment opportunities. Nor will the electorate which will toss out any government seen to allow unrestricted entry of PPP supporters into their islands.

They are very upset that PPP supporters vote PPP then immediately jump on LIAT to avoid PPP rule.

This is why CSME certification will remain at teh skilled level ensuring that most Guyanese, who arrive to do unskilled jobs, are not given automatic entry.

Govts respond to their electorate. Their electorate feel that CSME means Guyanese crawling around every where. They will not jeopardize their jobs, or ability to become wealthy thru shaking down rich foreign investors, who increasingly these days come from China, by being voted out of office.

So no serious progress with CSME until Guyanese and Jamaicans stop being a bunch of locusts landing where they arent wanted.

Cant be my personal views because I will not flatter myself to think that those caribbean govts (Barbados and the OECS nations) who are dragging their feet do so because I tell them.

No DG its your PPP supporters who voet PPP and then jump on LIAT who terrify them. Especially now that unemployment in those islands is high and the voters are in no mood to compete with folks from a country with a low standard of living, therefore willing to accept unrealistiaclly low wages.

Do you know that there have been reports of PPP supporters living in dog kennels in Barbados? So they can save $$$ to send back to Guyana. Now if you read what you post you wills ee that CARICOm Secretariat is trying to allay the fears of these islanders except that those covered (teachers and nurses) arent the types who islanders fear. Its the others coming for odd jobs. They have no interest in deepening CSME for this reason.

I provided the answer. If your comprehension skills are faulty that your issue.

They dont like Guyanese in general. They ESPECIALLY do not like PPP supporters who vote in a govt who the islenders view as incompetent...the reason being that Guyanese are forced to flee...some to be enslaved in Trinidad, or abused elsewhere.

Then in Barbados, Nevis, Tortola and elsewhere some PPP supporters bring their anti black attitudes with them. Islanders feel that if they disdain blacks so much why migrate to places packed with them. Especially in the smallest islands these places are like villages so arriving there and then displaying clannishness is seen as being rude, especially when they didnt invite these PPP supporters.
