Cabinet approved tax payer funding for PPP North American campaign trips

The Cabinet approved over $2.6 Million for former President Jagdeo and PPP Prime Ministerial Candidate Elisabeth Harper to make campaign trips to North America. The funding was approved under a Ministry of Tourism programme.

 

 

The Government’s Chief Spokesman Dr. Roger Luncheon has admitted that recent campaign trips to North America by members of the government and the governing party were all funded by taxpayers following cabinet’s approval.

Last week a number of government Ministers joined former President Bharrat Jagdeo and People’s Progressive Party Prime Ministerial Candidate Elisabeth Harper on fundraising trips to the US and Canada for the PPP’s election campaign.

The trips cost taxpayers over $2.6 Million although the events during the trips were all political events for the PPP.

Mr. Jagdeo was accompanied to Canada by Minister of Tourism, Housing and Water Irfaan Ali where the two hosted and attended fundraising events while Ms. Harper traveled to New York and met up with Natural Resources Minister Robert Persaud for campaign meetings and fundraising events there.

Ms. Harper was accompanied by her husband and a special assistant.

News Source understands that the trips to Canada and New York were both funded through a Ministry of Tourism Diaspora programme that was presented to the Cabinet last week and got full approval.

Questioned about the issue on Wednesday at his weekly press briefing, Cabinet Secretary Dr. Roger Luncheon said “You can’t expect that these activities conducted by officials and leading to expenditure of public funds would not be graced by a cabinet decision”.

While ignoring that the trips were political rather than official, Dr. Luncheon said “If you ask me it would be highly improper to spend public finds in that context without a cabinet decision,”

“You have to have a cabinet decision for officials to spend government money”, he argued.

11112583_1082415301774795_8498301431552201670_nWhen he was pressed about the appropriateness of the government using taxpayers money to fund campaign events for the People’s Progressive Party, the Cabinet Secretary sought to dismiss the question and stated that “this occasion for responding to that question is inappropriate… The issue of whether it is an appropriate expenditure might be entertained by the Auditor General, the Public Accounts Committee and such bodies but at the end of the day you have to have cabinet approval to spend the government money”

Presidential Candidate for the APNU+AFC, David Granger has been raising concern about the abuse of government resources by the governing party for its election campaign. Granger said the “abuse” has created a situation where political parties outside of the government are at an disadvantage and therefore while the elections might be free, it is unlikely that the elections will be considered fair.

Ironically, former President Jagdeo who is on the PPP’s list of candidates for the elections, served as the Head of Mission for a Commonwealth Observer Mission for the Sri Lanka elections. In his report on the Sri Lankan elections, Jagdeo complained about the abuse of state resources by the party that was in government in Sri Lanka.

We were going to write this evening about the urgent need for presidential debates and how seeing the two candidates onstage semi-civilly arguing about the state of Guyana and what their parties would do, might have a beneficial and pacifying effect on the electorate both now and post-election when the losing party will have to accept the results.

The fact that they cannot yet agree to debate, to sit down and talk like grown ups, is a dangerous sign of what is to come. Additionally hours away from its opening, we also wanted to write about the Marriott and list ten projects that US$58M could have been better spent on, in a country where the basic needs of the population – health, education, security –  are yet to be met.

But all of that was thrown out of the window when we read Gordon’s story that the taxpayers of Guyana actually assisted the PPP/C to raise money for its campaign by funding last week’s first class trips to Toronto and New York at a cost of over $2.6M. Just read that sentence again and let it sink in. We had actually wondered whether this was going on when we saw a recent Twitter post of Robert Persaud chilling in first class with a family member and pondered if he would really pay for such seats out of his minister’s salary.

Gordon writes, “News Source understands that the trips to Canada and New York were both funded through a Ministry of Tourism Diaspora programme that was presented to the Cabinet last week and got full approval.” When asked if this was the case Dr Luncheon replied: “You can’t expect that these activities conducted by officials and leading to expenditure of public funds would not be graced by a cabinet decision,” Luncheon replied, clearly not giving AF any more.

We don’t know of any government tourism event that was held last weekend unless by ministers going up there the Diaspora might be persuaded to come down and vote…you know, not eco-tourism, but electoral tourism.  As it is Jagdeo and Harper are private citizens and Robert has nothing to do with tourism. We also see the CEO of Guysuco Raj Singh in several photographs of the fundraiser. Was his airfare also paid for by the sugar corporation as part of some BS marketing trip?

When Richard Nixon was being interviewed by David Frost over the Watergate Scandal, the disgraced former president at the high point of the televised interview justified his obstruction of justice by huffily declaring, “Well, when the president does it, that means that it is not illegal.”

We think that this is the rationale behind Luncheon’s argument. He also remarked “If you ask me it would be highly improper to spend public finds in that context without a cabinet decision.” Improper? Improper? So it matters not what you spend the money on as long as the cabinet approves. We heard this same line of argument only a few weeks ago in a press release where the government stated that the transfer of the $3B from the mines commission to the housing authority had been approved by the cabinet and that somehow this made it alright.

The OAS observer team was down here today and we wonder what they will have to say on the matter and whether GECOM would dare raise an objection. But with this kind of spending, this kind of abuse of state resources to get re-elected, May 11 may be a free election but it would not be fair.
