Berbice Bridge “is not in any imminent danger of collapsing” but company must find money for maintaining pontoons- Public Infrastructure Minister

The Berbice River Bridge is safe to cross, although the pontoons on which that transportation link floats have not been serviced for several years because that privately-owned company has apparently done nothing to raise a minimum GY$150 million required for servicing, Minister of Public Infrastructure, David Patterson says.

“The bridge is not in any imminent danger of collapsing but what is happening is they need to have a maintenance programme,” he said. The pontoons should have been serviced every three years, but since 2007 when they were due for their first maintenance, he said nothing has been done.

“It is not facing imminent collapse because they (Demerara Harbour Bridge engineers) would have done the inspections…but they are way overdue for servicing,” he said. The inspections, he said, were done about three or four months ago- late last year followed by a report containing observations and recommendations.

He said not all of the pontoons were inspected, but only those that were placed in the river first.

Chairman of the Berbice Bridge Committee, Dr. Surendra Persaud has already refused to speak on the issue, saying that the Berbice Bridge Company is a private entity. Patterson said instead of taking the initiative to raise money, the Bridge has been using public sentiment and fears to try to raise money. “They can borrow because they have guaranteed revenue…If they are unwilling to do that, the Minister of Finance, when the thing came, he said to me float it, the public will buy and take shares in it, the government probably would even buy shares in the company…But it’s irresponsible to not do anything and use the fears of the commuters to try to leverage financing,” he said.

The Public Infrastructure Minister said the company could raise funds  for its operations by obtaining a loan or selling shares privately or publicly to the government. “The Berbice Bridge is a private organisation and they have various ways in which they can raise funds,” he said.

Providing the Berbice Bridge Company gets the funds, Patterson said each of the 39 pontoons could be moved to a dry dock in Georgetown and then towed back to Berbice. The Demerara Harbour Bridge, he recalled, had last year recommended to the Berbice Bridge Company that it secure land in Berbice where a dry-dock could be built to repair the pontoons.

Patterson said the Berbice Bridge had made no provision “whatsoever” for the maintenance of the 39 pontoons which could take at least six months depending on the distance they have to be taken. The company only has one replacement pontoon which itself needs servicing before it can be used because it has also been in the water for a for several years.

The PNC was humiliated in 1992 when the new government began exposing all the dirt in their government.  Over the last three years the PNC has been busy trying to do the same to them.  The PNC wants us to believe that the PPP's 23 years in government was worse than their 28 years in government.  All these negative reports on the projects undertaken under the watch of the PPP is meant to blacken their enemy's image.  Now the backlash on the PNC has already commenced with scandals and scandals being exposed. The failure of the government to keep the economy growing at a respectable pace and the shameful increase in taxes have made the population very uncomfortable. The PNC is gambling and gamblers at some point loses.

Absolutely. If it needs fixing, fix it.  If the private company whose responsibility it was to do the maintenance and whom has been collecting the tolls won't do what they're responsible for, let the government fix it, take it from them and either sell it or continue to run it.

You think Grainger stupid? He knows there is absolutely nothing PNC can do to make Berbice coolies vote against PPP so they can go to hell for all he cares. Last time I checked, that bridge was owned by a private entity. I don't see anybody going after them to fix the bridge. They're the ones collecting the tolls and it's the government's responsibility? I saw another poster saying this was the government getting at the berbicians. How so since they don't own the bridge?

Last time I checked, that bridge was owned by a private entity. I don't see anybody going after them to fix the bridge. They're the ones collecting the tools and it the government's responsibility? The PPP cronies who owned it will deliberately let it float away then blame the government but it doesn't matter if Berbicians believe or not it would not take away votes from the ppp...

The fact remains that the AFC/PNC lied to Guyanese about the Berbice Bridge with their false promises. We can start to address the issue of maintenance after we address your scampishness of the AFC/PNC about Bridge Repairs and the lies and false promises.

Is your eyesight failing you? The last maintenance was done in 2007. That was 11 years ago. Once again, my main concern is fixing the damn bridge. PPP or AFC/PNC, we're talking about people's lives. Also please note my question is government vs private party for the responsibility. I seriously have no idea who the clown from the Berbice Bridge Committee is affiliated with. I was told he was in the same year as I was in school. I don't remember him.

The bridge has not been maintained since it was built. It was newly built and did not need much maintenance but it is now a few years old and due for maintenance. The bridge company is privately owned and the government is not responsible for the repairs of the bridge nor can they touch the bridge since it is private property. 

Jagdeo and Booby are two of the main shareholders of the bridge company. They have been collecting tolls for years and now they need to shell out the money to maintain the bridge. It's as simple as that!

Is your eyesight failing you? The last maintenance was done in 2007. That was 11 years ago. Once again, my main concern is fixing the damn bridge. PPP or AFC/PNC, we're talking about people's lives. Also please note my question is government vs private party for the responsibility. I seriously have no idea who the clown from the Berbice Bridge Committee is affiliated with. I was told he was in the same year as I was in school. I don't remember him.

Well now we can have a conversation after clarification and yes the responsibility of fixing the Bridge lies with the owners.

What we have here is an incompetent and clueless AFC/PNC government which does not have the brains to enforce safety laws pertaining to maintenance of structures in Guyana.

As usual, these clowns are sitting on their hands waiting on Oil to flow and could care less about the safety of Berbicians and other Guyanese who use that Bridge.

Frankly, they need to come down real hard on the owners of the Bridge to maintain it for the safety of users.

Guysuco is not national infrastructure, so the justification needs to be different.  The viability of Guysuco needs to be evaluated in a holistic manner to see if it's worth it and what are the options/alternatives.  The 900 mil does not fit that need!
