This is NOT even remotely like an exit poll. The Statement of Polls are the formal declaration of each individual poll site's actual results broken down by party. The country has like 2399 poll sites so it will be 2399 Statements of Poll that are then tabulated together to produce the final tally.

When polls close in Guyana, all poll sites immediately count the votes and fill out a Statement of Poll and then post said Statement of Poll right outside the poll site.

The PNC is putting together a brilliant operation to immediately photograph and post online all 2399 Statements of Poll.

This is dangerous and is a new way of rigging elections. How many blank and faked Statement of Polls are in the wrong hands out there?  All the coalition has to do is get hold of one Statement of Poll and print as many copies as they want from that one. The APNU/AFC coalition can put their own numbers in, use fake signatures of GECOM officials/Party officials and photograph it and send it on their mobile phones.  The photographed fake unofficial Statement of Polls could turn out to be very different from the real unofficial Statement of Polls. The AFC/APNU could create so much confusion to justify that the elections were rigged. The solution is to place FAX machines in all the polling stations and have the FAXED Statement of Polls sent to GECOM. In any event GECOM should make a statement on its position on this new information.

This is not how they do in Federal and Provincial elections in Canada. May be in the USA, I don't know. I have supervised elections in Canada and can tell you that:

(a) The public is not allowed to enter the place of counting after the polls are closed andThe only persons there are election officials and party reprentatives

(b) it is the role of the Supervisor to call in the results to Returning Office for that constituency.

GECOM is the only authority to declare official results.

At each polling place there will be reps from both major parties for sure. Each with the ability to transmit info immediately to PPP and APNU+AFC. Dem Freedom house bai will be monitoring the GPS updates with hawks' eyes. Freedom House may even do a similar GPS exercise. The observers have eyes too.

To sum up, I welcome the move. It will enable our GNI experts to get up-to-date info and analyze accordingly.

AS long as it is done correctly and not use for an excuse for Mo Fiah, Slo Fiah.  The CERTIFIED Results MUST come from GECOM.

While the Statement of each poll published by the respective official at each polling station is accessible, it only gives an indication of a direction of the election results.

The official counting and publication of the results is the one to accept as final, unless there are challenges to particular sites.

There can indeed be valid discrepancies in the initial published amount and the actual counted ones to produce the final results. This is because at the actual counting of each vote, legitimate discrepancies can be detected, and hence the number will be reduced.

This approach is identical to the system in Alberta, Canada.
