DAYS after the Alliance For Change (AFC) General Secretary, Sixtus Edwards, resigned from the party, another member has publicly issued his resignation and has alleged that the recent decision to form a coalition with A Partnership for National Unity (APNU) was one made by a ‘gang of five’, without the authorisation of its membership.Attorney-at-Law Balwant Persaud, speaking at a press conference yesterday, vowed to do everything in his power to ensure the AFC does not come to power and has in fact now endorsed the People’s Progressive Party / Civic (PPP/C), the party, he said, for which he will now campaign.
Speaking at this Alberttown office, the attorney who deals primarily with immigration matters, further alleged falsification of the party’s financials.
He called on the party, primarily its leader Khemraj Ramjattan, to account for some $21M, unaccounted for in the 2012 report.

“The leader of the AFC has been rumoured saying many times that they spent over $115M on the election in 2011,” said Persaud.
He disclosed, however, that nowhere in the single page document that was presented to the Congress as its financial statement, does it account for $115M. The statement, as produced by Persaud, accounts for $93.8M and he called on Ramjtattan to explain “what happened to the difference ($21M).”

He said that at the Party’s most recent Congress held at St. Stanislaus College, no financials were presented as is required by the Party’s constitution and dissenting views were not invited.

Addressing the media conference yesterday, Persaud, who said he was on the party’s Candidates List at the 2011 Regional and General Elections, “announced to the general public and the Guyanese nation at large that I am no longer a member of the AFC and I have tendered my resignation.”

He said that among the reasons for his decision is the fact that the party departed from the principles on which it was founded in that it would never partner with the People’s National Congress Reform (PNCR) nor the incumbent.

This, he said, was evident in what was made public about the discussions in relation to who gets what position.
“The leaders of the AFC are just concerned in getting into Parliament and hold positions…during the coalition talks all they concerned with is positions for the big ones, they are only concerned with who should be Prime Minister, and who should be minister of this and that.”
According to Persaud, the executive members of the AFC are not in any way concerned with the members of the party and “they have deceived their members and the public because they now aligned with the APNU.”

In even more damning allegations against the Party’s leadership, Persaud told the news conference that “the AFC is being managed by a ‘gang of five’: Moses Nagamootoo, Khemraj Ramjattan, Nigel Hughes, Cathy Hughes and David Patterson.”

The disgruntled AFC member, who brandished his party card for media operatives, alleged too that the AFC leadership never consulted the party membership seeking authorisation to join the coalition.

“They have breached all of the principles of the party; no one was consulted,” said Persaud, who suggested that in addition to meetings, the decisions should have been put to the membership possibly in the form of an internal referendum.

“It is very dictatorial for them to do that,” argued Persaud, who went on to tell media operatives, “A few people decide on everything; ‘the gang-of-five’.”

According to Persaud, in addition to the problems he already highlighted, the party is also plagued by rigged internal elections and breaches of the party’s constitution which saw Nagamootoo being elevated to the post he contested in 2011.

The attorney pointed out that a member of the party would have to be a member of financial standing with the party for at least a year before becoming eligible to being elected to the party’s executive.

Nagamootoo and Rajendra Bissessar signed up with the Party a month before the last elections but were still made eligible for executive positions with Nagamootoo eventually securing a seat in Parliament.

Persaud was asked to weigh in on what obtained before, during and after the coalition talks with regard to the party’s executive and its communication with its membership, since Nagamootoo, during the AFC/APNU coalition announcement had spoken to the fact that the party membership was consulted and was in approval.

Persaud rebutted, declaring that, “you can’t go to a bottom house and talk with five or six persons and then come out and say all of dem (party membership) approve…that is not the way to do things in a well-run organisation.”

According to Persaud, “Nagamootoo can say anything! It doesn’t mean that he is speaking the truth, because he is a known liar.”

A visibly dismayed Persaud repeated, “They deceived their members by aligning themselves with the APNU; the core principle of the AFC is that they say they will never align with the PPP or PNC; that’s why people joined them; that’s why people supported them. Now that they have breached that principle, how can we trust these leaders? We cannot trust them to manage a country’s affairs.”

Ramjattan and Nagamootoo were labelled opportunists by Persaud, who surmised that the AFC was losing support, “and these two guys smell the rat and tricked APNU.”

Persaud related that in recent months the AFC leadership has been undertaking a number of outreaches across the country but the results were not enthusiastic and this led to the scheming with APNU to form a government and get back in Parliament.

“Members never approve this coalition…the supporters are not in agreement,” according to Persaud.
As it relates to Persaud and his political future, the attorney responded by saying, “I wouldn’t like to see they get into power because if they can victimize their own people in the party like Sixtus Edwards and others, if they get into power their main objective is to get revenge.”

Persaud told the news conference that the AFC leadership, particularly Nagamootoo and Ramjattan, were only looking to exact revenge against certain members of the PPP.

“They announce it publicly,” he said. “It’s not no secret that they will send a lot of people to jail… Now, I can’t associate with a Party who just want to get into power to take revenge; they like they want jail people without a Court the way they talking; or they will manufacture evidence.”

Asked if he would be throwing his weight behind another Party, Persaud’s initial reaction was to firstly ensure and do everything he could to keep the AFC out of power, “because I know they are deceitful people, especially Moses Nagamootoo.”

A judge on the Immigration and Refugee Board of Canada has granted a  15-year-old Guyanese  girl refugee status  following  a hearing on October 7, 2008  in Toronto.

According to a press release from  immigration consultant in Toronto, Balwant Persaud, who represented her,  it took the Board three months to reach a decision which was finally made on January 12, 2009.

According to the lawyer, the schoolgirl was gang raped and brutalized by three men with connections in high places in Guyana.

She was threatened not to report the matter to the police or it would endanger her and her family.

The immigration consultant said that he was successful in obtaining a visitor’s visa for the girl at the Canadian embassy in Trinidad and she travelled to Canada and filed a refugee claim. He added that he cited many cases  in Guyana that were similar to his client’s situation and which the government and police do nothing about.

Persaud said that numerous newspaper articles and real life situations were presented to the Immigration and Refugee Board to support the girl’s claim about the injustice in Guyana.

The Alliance For Change (AFC) has undermined its own core values and principles which appealed to thousands of Guyanese who were not willing to continue to give their support to the People’s National Congress Reform (PNCR), the A Partnership for National Unity (APNU) or the ruling People’s Progressive Party/Civic (PPP/C) at the polls again.

The party has also destroyed the foundation which set it apart as a third force and choice for young people who wanted “real positive change” and “a new political culture” which would see those with murky hands and vendettas removed from the country’s governance structures in the future.

DEAR EDITOR, In this election season, as patriotic Guyanese, we must not allow this opportunity to slip by in light of the direction in which the inept and corrupt PPP regime is taking the country. We are speaking of a coalition government between APNU and the AFC led by two true patriots and sons of the soil, David Granger and Moses Nagamootoo. When all is said and done, these two real heroes would make it into the history books as the saviours of Guyana. History will show that these extraordinary men have put their lives on the line and stood up for not just themselves but risked their lives and their political future for the good of Guyana and for those mired in poverty. All the propaganda in the world cannot stop them because on May 11, the coalition will defeat the PPP, form the government, and change the course of history for Guyana. The leaders of APNU and the AFC will take the conscious responsibility to form a coalition for the progress of the people and society. It is said that nothing happens before its time and that God has the final say. However, in politics it is believed nothing happens by chance, but rather, someone has to cause something to happen, and so in this election year the leaders of APNU and the AFC are making things happen. Among other things, they will reduce corruption and crime, create employment for the youths and those who want to work, provide free post-secondary education to the poor, establish the Procurement Commission, and unlike the PPP regime, they will respect the Constitution and the rule of law and put the interests of the country and the people first. It is admirable to say the least, to see the peaceful and dignified approach by the opposition in making the ultimate sacrifice to save Guyana from the wretched PPP regime in 2015, and for Guyanese to live by the creed that they are each other’s brothers and sisters’ keepers. It comes as no surprise that the Movement towards a coalition government is growing in popularity and attracts the attention of everyone, including the PPP General Secretary, who spent half of his press conference last Monday talking about the coalition.  It shows that not only the General Secretary is desperate, but the entire the PPP cabal is afraid that they will lose the election. Why is the PPP General Secretary so concerned about the coalition or what APNU and the AFC do? Did he not say that the PPP will win the elections? The PPP is so nervous that it has embarked on vulgar, abusive, cuss-downs and character assassination of those who criticize them. They have become even more irrational and have totally lost touch with reality and with the people. Ramotar is a big failure, but for the PPP cabal to put Jagdeo to essentially head their election campaign shows that they are in ruin. Jagdeo has the most dismal record as president of Guyana. He is the most despised politician in Guyana. He has hurt so many people that no one wants to see him much less listen to his deceitful statements. He has done absolutely nothing positive for this country. He has destroyed Guyana environmentally, socially and economically. The leaders of the coalition will have to restore our beautiful nation after the election. In this election year, Guyanese must be concerned about the billions of dollars being spent without any oversight from Parliament which was dissolved by the do-nothing President since November 10 of last year and the millions that the cabal will take from the treasury and the foreign reserves for their election campaign. The PPP is a primitive and backward-thinking dictatorial political regime that lacks the ability to govern which is a big part of the lack of progress in Guyana. To be fair, it's not only Sextus Edwards and Balwant Persaud who have questioned the AFC's financial accountability practice. Haseef Yusuf did it too. As I said before, where there is smoke there should be fire. The AFC owes its members at least an explanation and should address the issue honestly.

Balwant Singh says he will campaign for the PPP now. Fine.

If Balwant thinks, however, that the PPP is better and cleaner than the AFC where party finances are concerned, he is mistaken.

In all the PPP congresses I attended from 1971 to 1988, the PPP presented financial statements as required by the party constitution. Those statements gave a few items relating to revenues [mainly fundraising like corn house/bingo, gymkhana, fair, raffle, etc], a general description of expenditure and the difference, which was always a small amount.

For 28 years the PPP was in opposition and things were bad according to those financial statements, yet the party was able to pay all its staff and expand-renovate Freedom House. How did the PPP do it?

They cannot harp about corruption when there are revelations of massive amounts of money allegedly missing and yet the leadership refuse to account for it, refuse to provide audited financial statements in accordance to their own constitution and chastise those in the party who demand accountability.

 

Anyone in the AFC who question the abuse of funds are either kicked out, labelled a traitor or are forced to resign out of frustration.

 

Let us calla spade a spade.

 

The AFC's leadership should be ashamed of their endorsement of corruption in their own party.

Press Release from the Office of Balwant Persaud

I support the call by Mr. Muhammad of the USA for an apology from the Guyana Government for wrongful arrest.


I am also asking the Guyana Government and Mr. Clement Rohee, the Minister of Home Affairs for an apology to me for the following wrong doings on their part:

 

Placing trump up charges against me two years ago which were all dismissed in the Magistrate’s Court.

 

Depriving me of my freedom by arresting and questioning me earlier this month for a refugee case I won in Canada.

 

Many Guyanese are in the same position as myself and Mr. Muhammad but are too scared to come forward for fear of more victimization. The State is abusing its powers by arresting and even charging innocent people before carrying out a proper investigation. The police and ruling politicians are just acting on rumours and hearsays. They should investigate a complaint thoroughly before depriving a person of their liberty.

 

In my case recently, the Home Affairs Minister, Clement Rohee publicly threatened me of an arrest in the media and he did carried out his threat. Like Mr. Muhammad I did not commit an offence or breach any laws in Guyana, yet I was deprived of my freedom at the command of a politician.

It is time we put a stop immediately to this abuse of powers by the ruling politicians and the police or Guyana would be heading for sad state of affairs that we would not be able to control.
Who knows which innocent citizen will be next?

 

I am awaiting an apology from the Government of Guyana, the Guyana Police and the Home Affairs Minister.
