Both You and Bibi mad to rass. Port Morant and Rose Hall would suffer similar disadvantages as GT with additional building and concrete pavements to prohibit absorption/evaporation/runoff. Rosehall is situated on similarly low lands. The best place to start a new city is on top of the first hill on the Linden Highway.

How about putting it on Rorima Mountain? Why Linden? They are noted for burning down buildings.
