4000 represents a drop from visas issued in earlier years. In the 80s and 90s it was more like 8000 p.a. It dropped after then, as immigrant visas started to become harder to get, which is why Guyanese started to flee to the Caribbean.

Guyanese are flocking in bigger numbers to the Caribbean than a lot of people think.
