While they are people, not animals a country reserves the right to know who enters and who is allowed to legally remain in the country. So those illegally present in a country are only entitled to very basic human rights. They don't have the full range of rights that are available to citizens or even those who are non citizen permanent residents or temporary visitors.

Mexico is very harsh to Central Americans attempting to enter and remain in that country illegally. Their hypocrisy is very astounding.
