Reply to "The fact a system is not included in the Constitution does not mean it cannot be as part of the reform process."

The above is absurd. Guyana is already one constituency electorate.  Chopping that up per present existing district  for a lower house legislative representative is one to one relationship. Overlapping them for an upper house representative means the representative has to operate over two districts.  This is just an example.

 

We had many constitutions. I do not know which he is referring to as the original. Maybe he means the last british constitution before the 1980 one. One cannot comment unless one knows what he means.
