Well, we should appreciate Caribj's barometer for defining PNC success. If they freeze frame and preserve until 2020 when the PPP will take back and continue progress, that's success.

Anyway, regarding the new MoE, grassroots engagement is a good start in fleshing out the ground challenges. However, it some way and much more action to determine progress.
