It will be because an African dictator put in place this constitution so that he could be above the law and an Indian dictator didn't even attempt to change it as he also wished to remain above the law.

It is clear that the constitution is designed to ensure that no one that the president dislikes will be appointed as GECOM chair.  DG can fool himself otherwise and resort to his one sentence mumbling while the nurse in his home wipes the drool off his face.
