We can see that some of the names mentioned on Jagdeo's list were frivolous or even disrespectful.  Not to say that all were but please don't fool yourself that Jagdeo didn't deliberately plan to provoke a crisis.

You need to stop looking for what a rational constitution would have, with checks and balances and understand that this constitution replaced a prior one. This constitution was to ensure that control remained within the soul domain of the president.

So Granger can say that he doesn't find the names submitted to be suitable. Has no obligation to say why. He can then move on to make his own unilateral decision.

In 1992 Guyanese were told that one of the first actions of the PPP was to change the constitution. 23 years later they did NOTHING, because they too liked concentration of power in the hands of the president.

The PPP just couldn't imagine a scenario where they would lose an election, given the ethnic demographics of Guyana.  They didn't predict the implosion of the Indian population and a rapidly expanding mixed identified population, so a constitution giving outsized power to the president was to their liking.
