Perhaps rape in Guyana is considered a petty crime. Don't ask for a logical explanation. President has the power to do these things without consulting with the victims or the public.  

It is nit whether he has the power. It is whether he lied when he said that those pardoned were those convicted of petty crimes.  

Is rape a petty crime? By whose definition? Also, this criminal had a previous incident prior to the conviction for which he was pardoned. Did they not check before releasing him into the general community? 

You are asking too many questions that are unanswerable. We are contributing our two cents to the government's decision of the day. We are not solving the president's mistakes.
