If you really knew the situation in Guyana you would concur. Bribery and corruption is evasive in the civil service. Only a slop can carrier or a disconnected Guyanese would not acknowledge this fact. Even the simplist of interaction with the government requires a bribe, or the pnc boys will use delay tactics to ensure that you come to your senses and pay up. Many here on GNI can testify to this, except you of course.
