I said that the land will be LEASED? Now when you rent your property to tenants do you give it to them free, or do you expect them to abide by the terms of the lease, and toss them out if they don't?

The land will NOT belong to these people so there will be nothing to flip. If any of them try to flip they will be committing a crime and will see the inside of a jail.

In fact these farmers will cry lots of technical, credit and other forms of assistance. And what is wrong with them getting it?

Maybe you prefer what happened to the bauxite workers. Sugar collapses and the workers end up unemployed with nothing beyond a skimpy severance package. Because that is the ONLY alternative. Subsidies for sugar cannot continue indefinitely.
