Why not give the citizens the tools to protect themselves?

He once had the idea of self-protection of the fishermen against piracy.

Put back the policing group and make the people of their villages more vigilant and proactive of safeguarding their neighborhood.

This will decrease police activities and have them focus on more serious crimes.

If people are fed up with the crime and want to get involved, Ramjatan should consider this option.
