They did NOT promise that. It was your hero Jagdeo who did plus a deep water harbor in Berbice.

They said that they would examine the feasibility of it and this study shows that in makes no sense for gov't to do this.

In fact this is the mantra of the PNC, do nothing and wait for oil revenues. The jackasses can only build decrepit structures such as durban park junk. What have these idiots done for Guyana in 2 1/2years, zip squat, only collect 50% raise and kickback from sharing out contracts.
