In the absence of a strong assertive leader, a multi-head snake sprouts up. However, I doubt Granger was clueless. This was just a "good-cop, bad-cop" act by the PNC/AFC. With people like BJ, I don't see why they need to arrest. They should be able to conduct their investigation and ensure all their ducks are lined up before they act.
The PNC/AFC are growing desperate and seeking distractions from their failings! Things are going from bad to worse and even the PNC constituency are growing impatient. They probably know that oil might not come fast enough. Exxon is more interested to have proven reserves at this time than invest in extraction in such a weak price climate.
