Guyana was blacklisted because the PPP has built the money laundering infrastructure in GY. They had a ton of time before 2011 to pass the money laundering bill why did they refuse to pass it then?

The opposition had one requirement, establish the procurement commission that the PPP passed a law saying they were going to create and we will pass the bill. What did Ramotar the dunce do? he ran in the opposite direction.

If the PPP will not implement the laws they themselves have passed why bother with other bills?
